        Background and objective: Adopting a strategic approach in the field of human capital management and human resource planning can be used to transform the strategic goals of the organization into human resource strategies and adapt people to the strategic needs of the organization, both in the short and long term. Accordingly, the purpose of this study is to present the human resource planning model of Mehr Eghtesad Bank using system dynamics. Method: The study is a qualitative research that in terms of purpose is a developmentapplied and in terms of research method, is a descriptive-analytical type that has been performed with Delphi technique. The statistical population of this study consists of 15 human resource planning experts who have executive background in the bank or scientific activity in the university.In this study, a questionnaire and documents in Mehr Eghtesad Bank were used to collect data and in order to analyze the data in this research, Delphi method and system dynamics modeling were used. The identified effective factors on human resource planning in Mehr Eghtesad Bank were used as system boundary variables and a dynamic hypothesis was developed based on causal diagrams and based on it, flowaccumulation diagrams were drawn and formulated. Results: According to experts, employment indicators, staff resignations, workload, new skills, skilled and specialized staff, number of employees, manpower supply, manpower training, training time, training costs, quality of services, variety of services, new bank technology and number of customers Fourteen factors affecting human resource planning in Mehr Eghtesad Bank. The findings of the modeling section show that the parameter of maximum employment in Bank Mehr Eghtesad has a direct relationship with the number of manpower, manpower outflow and training hours. Conclusion: The results of this study, by creating a dynamic system framework, help human resource planning to overcome the limitations of the existing system for human resource planning, and by providing different scenarios for Bank Mehr Eghtesad, provide a suitable decision-making framework for bank managers and them.         The need for integration has long been the focus of researchers and industry managers. Therefore, some researchers sought to coordinate and integrate production, maintenance and repair. The issues of integrating production planning, maintenance and repair and quality control with other parts of production and industrial systems reduce costs and increase the profitability of production organizations. Accordingly, in this research, integration and continuity in simultaneous planning of production areas and support in production organizations have been discussed. These areas include the schedule of production, maintenance and preventive maintenance, and human resources. Therefore, the mathematical optimization model is presented with the aim of manpower planning and increasing the volume of the company's production by considering the limitations of human resources. In this model, personnel skills, equipment usage rate and equipment failure rate in case of uncertainty with fuzzy method are used in the model parameters. The purpose of the proposed model is to minimize the labor force deficit over production efficiency. The results obtained from the implementation in a production organization by comparing the indefinite and meta-innovative solution show the improvement in the company's production with the least reasonable time, provide answers with the least possible error. Sensitivity analysis shows that the rate of equipment failure in the intervals before and after the preventive maintenance process has a great impact on the value of the objective function of the mathematical model.         Human capitals are the key to success in the knowledge-based economies where competitive advantages are the only distinction between the organizations. In fact, among all the three prominent elements of knowledge management (i.e. Human, Process, Technology), knowledge-based human resources are invaluable in any organization. Hence, human resources, knowledge, and experience should be handled appropriately in a way to have a competitive economy and industry. The present study is aimed at the identification of different prospects of knowledge-based human resources in the Iran Khodro company. Using the Estovart elements including creativity, self-confidence, need for achievement, learning, thinking, self-motivating, flexibility, job mobility and independence, conceptual models were extracted to study the Iran Khodro company systematically. Collecting all the data via questionnaires, the implemented method was based on a survey research. Expert staff in a unit of Iran Khodro Company called Gataat Peresi Production were selected and considered as the statistical set. The entire major and minor hypothesizes were confirmed except independence. In the end, some suggestions for identification, recruitment, maintenance, and actuation of the efficient knowledge-based human capitals were presented to the authorities of the company.     Manuscript profile

        The current study was an attempt to present a model of human resource planning in the public sector with a focus on the efficiency and organizational productivity. The research population included the experts and managers of the Ministry of Culture and Islamic Guidance in Fars province. In this research, all 100 senior managers in the population were considered as the sample of the study since the whole population had a limited number of members, and thus, total population sampling was employed. Due to the lack of information on human resource management as well as the nature of management research, the target population had to be recruited from among the managers and experts of the Ministry of Culture and Islamic Guidance of Fars province, which justifies the statistical number of the population in this study. In order to identify the factors influencing human resource planning, library and Delphi techniques were utilized. The18 identified factors were evaluated considering 59 items. In the exploratory factor analysis, these 18 factors were classified into three groups of occupational factors, organizational factors, and individual factors.         The main purpose of this research was to identify the problems and inadequacies of the human resource planning system of the Social Security Organization; The current research is a mixed (quantitative and qualitative) research in terms of its practical purpose, and in terms of the method of data collection; Based on this, first the qualitative method of content analysis was used and then the Delphi technique was used in order to obtain the consensus of a group of experts. In this research, the participants were 24 people, consisting of managers of the social security organization specializing in human resources planning and university experts and experts in the field of human resources planning, who were selected using the purposeful snowball sampling method and sampling of desirable cases. In the qualitative part, the data collection tool was a semi-structured interview, and in the quantitative part, it was a questionnaire based on the qualitative part, which was implemented during two stages of a fuzzy Delphi survey. The research findings identified 15 items as the most important problems in the human resources planning system in the social security organization. Based on the level of importance and priority, the lack of a suitable model of human resources planning, the lack of supervision, control and feedback in human resources planning and the inefficiency of the evaluation and evaluation system of employees are considered to be the most important problems of the human resources planning system in the social security organization, which deserve more attention. The community is experts and managers of the Ministry of Islamic Guidance in Fars province. In this research, 100 senior managers and process managers are considered as examples, due to the limited number of people in the community, a total number method has been used. Due to the lack of information on human resource management as well as the management nature of this research, the community should be selected from the directors and experts of the Ministry of Islamic Guidance of the Islamic Republic of Fars province, which justifies the statistical population of the study. In order to identify the factors influencing human resource planning, library technique was used. 18 factors identified were evaluated by 59 items.
