         Customs, as one of the important organizations in the cycle trade of goods, is responsible forcontrolling and monitoring the entry and exit of goods. With the ever-increasing volume of trade, it is inevitableto carry out controls with maximum accuracy and speed, while facilitating and making socio-economicdevelopment more productive. The purpose of the research is to identify the effective factors on theorganizational learning model in the supervision of foreign trade in the Customs with the improvement offacilities and security indicators. The research is of qualitative type and Grounded Theory method was used fordata analysis. The data collected by in-depth interviews that were conducted with 14 Customs experts and otherrelated organizations using the snowball sampling method. Then, the data analyzed through open, axial andselective coding. Finally, the paradigm model of organizational learning in monitoring foreign trade consistingof causal conditions, background conditions, intervening factors, central phenomenon, strategies andconsequences was drawn. The main phenomenon of the designed model is the organizational learning process.The findings of the research showed that the causal factors include the integration of foreign trade information,national and transnational cooperation, training and empowerment of employees and culture building.Intervening factors include political conditions, integration of laws, environmental factors and managementintegration. Background factors include business unit window and risk management and strategies includeinformation-based monitoring, process re-engineering and intelligentization. The consequences of theorganizational learning system include economic, social and educational achievements that are in line withsocio-economic development.  Manuscript profile

        Purpose: The main objective of this research is to develop a policy model for surveillance the business of cross-border trade. Method: In this research, a research methodology based on the approach of Grounded Theory has been used. The coding has been done in three stages: open coding, axial coding and selective coding, and through in-depth interviews with experts in this field. In this research, the statistical population of the experts in the field of oversight of cross-border trade, including managers, specialists and customs experts, was considered as the most important organization in the surveillance environment of the transnational trading, which was interviewed with theoretical sampling. In this research, from the 10th interview, repetition was detected in the data and no new concept was identified, but for more precision and reliability, interviews were conducted with twelve people. In order to evaluate this research, the criterion of acceptability was used instead of the validity and reliability criteria that more appropriate to qualitative research. Findings: Based on the findings, more than 298 identification concepts were created through open coding, which, after eliminating duplicates, eventually created 257 saturated concepts, which were categorized in axial coding in 28 categories. Finally, in the selectiv coding stage, the axis of choice was chosen and other categories were assigned to this core topic and the policy model for surveillance cross-border trade was developed. Conclusion: The most important factor in the policy-making model for surveillance cross-border trade oversight policy is single window to improve the provision of facilities and to effectively control the cross-border as well as intelligent risk management, post-clearance audit, standardization, tariff optimization, process reengineering, cross-border management, information-based surveillance, institution of surveillance cross-border trade and the intelligence, were highlighted by the relevant actions and strategies for effective policies to improve the provision of facilities and effective control of cross-border trade.         The increase in cross-border e-commerce in recent years indicates a new form of international trade. Information technology has played an effective role in the development of e-commerce worldwide through increasing customer awareness. In this article, we try to explain the role of information technology in the development of cross-border e-commerce by presenting a model. The statistical population of the study are customers who have purchased electronically from e-shops in the Iranian virtual community, from which 384 people were randomly selected as a sample using the Cochran's formula. The research method was survey and the data collection tool was a questionnaire with Likert scale. Structural equation method and SPSS and Amos software were also used to analyze the data and test the hypotheses. The findings of this study confirm the conceptual model presented. That is, the motivation to use the Internet (e-commerce) to buy goods from abroad causes customers to use information technology to identify suppliers of goods and also how to buy online. The use of information technology also increases customers' awareness of cross-border e-commerce by increasing their intention to shop online. Manuscript profile

        The purpose of this study was to determine the optimal level of risk and optimal capital structure based on the logarithmic model of boundary operating efficiency in banks. In this study ، data envelopment analysis based on logarithmic boundary function modeling with assumption of geometric convexity is used to evaluate the efficiency of each Iranian bank for the performance years under study. Among the 28 factors identified through content analysis and knowledge domain analysis, sixteen factors included inputs, outputs, risk, Capital Structure (Minimum Capital, Minimum Capital Risk and Minimum Leverage Ratio), Bank Level Properties (Bank Size, Return on Assets, Return on Equity, Deferred Facility Rate and Liquidity Rate), Factors affecting efficiency, risk and capital structure of banks are identified. The research method relied on a theoretical-applied research design and a descriptive-deductive inference method. Twenty-five banks were selected from the Iranian banks by elimination method and studied over a six-year period ending on 29/12/97. Validation of estimation models based on coefficients of determination showed that regression equations have high explanatory power in determining the optimal level of risk and optimal capital structure based on different measures and Fisher's significant level of significance and generalizability of the estimated results are significant.         Today, non-governmental activists call for various activities in the field of cross-border communications. This activity, called paradiplomacy within the framework of some laws, leads to an increase in the national power of a country and government. Due to the importance of culture in the present world and its functions, in this article we intend to study the paradiplomatic cultural capacity of the countries in the area of cultural Iran, to the theory of cross-border cultural paradiplomacy. And to show what capacities there are for establishing our cross-border cultural paradiplomacy between Iran and the countries under study. According to the study, the research findings emphasize the existence of different cultural capacities including language, ethnicity, religion, identity, architecture, literature, celebrities and customs. The question of the article is what are the common cultural capacities between the countries in the area of cultural Iran? In response, the paper hypothesizes that there are diverse cultural contexts ranging from language, ethnicity, religion to architecture and art, and various scientific contexts for cross-border cultural paradiplomatic communication.
