        Sheikh Fadlullah Nouri was one of the distinguished and avant-gardes of the constitutional movement. He had well realized the existing problems and challenges that faced Iranian people with full wisdom and said that the despotic regime was the main cause. For the same reason, he believed that people must counter with the autocratic regime in the best way that is constitution of legislature and constitutionalizing the Imperial regime; hence, once constitutional movement began, he made speeches and distributed tracts to insist on this important thing. After the westernized intellectuals involved in the constitutional movement, intellectuals held control of the constitutional movement that Sheikh and scholars had in mind and they rose up for restricting autocracy, all laws written down by intellectuals after establishment of the first parliament he seriously opposed and he published treatises, statements and speeches for their improvement. The martyred Sheikh realized problems and incidences in the constitutional age through deep and precise understanding of the Islamic doctrines and their adjustment with his time and age. This triggered his confrontation with intellectual movements, colonialism and autocracy. The present article, based on historical evidence, intends to analyze the cases by which Sheikh opposed to the laws of the first parliament (laws of intellectuals) such as constitutionalism, transition from the constitutional movement to legitimate constitutionalism, the Constitution, theory of main oversight of Majlis, elucidation of concepts in the Constitution and amendment to the press law. Expressing the social and political issues of society isone of the most important approaches in this type of literature In the last century, similar social and political situations have developed in the society of Iran and Egypt. Issues that exposed the independence and identity of such countries to foreign aggression and, as a result, posed a serious threat; Thus, social poets entered the turmoil of such a turbulent situation, and the most important of them was dealing with social and political issues. Inthis descriptive-analytical study, socio-political themes in the poems of Adib al-Mamalak and Ahmad Shawqi have been extracted and studied based on the American comparative school. Findings of the research indicate that themes such as patriotism, mention of Free people and patriotic heroes, encouragement of unity and solidarity, disgust with foreigners and criticism of social disorders have been widely used in the poetry of these two poets. With the difference that Adib al-Mamalek has included minor social issues in his poetry; Ahmad Showqi, on the other hand, has often raised larger issues. Both patriotic poets initially have a positive view of the constitutional movement; But with the entry of anomalies into the structure of the movement, they change their course and complain about it.         Abstract Constitutional Movement, one of the major socio-political developments in the history of Iran the Qajar period and within the years 1905 - 1911 occurred. This movement by different groups of people with different ideologies and ideas emerged the result of multiple factors, socio-political--economic,domestic and foreign factors that between them the role of Islamic forces in particular, the Shiite scholars as religious leaders, community and consequently the culture and the teachings of the Shia the researchers and experts are taken into consideration. Among the Shiite culture taziyeh and mourning in memory of Sayed Master of Martyrs in the course of the court and people has enjoyed a special place.         Purpose: Investigating the causes of the failure of the Azerbaijan State Association in the constitutional era. Method and Research: This article tries to study the causes of failure of the Azerbaijan State Association in the constitutional era by descriptive-analytical method.Research Findings: One of the most important achievements of the Iranian constitutional movement is the formation of state and provincial associations. These associations played a significant role in the developments of the constitutional era, and as the main protectors of the constitutional movement and the National Assembly, they acted in a way that provoked the anger and hatred of the supporters of tyranny against them. In the same way, in the last months of the life of the first term parliament, a sharp reaction was formed in the associations and especially in the Tabriz association, which was called the Holy National Association; Which led to the extinction of all associations in the coming days of the assemblies. The present article intends to advance the discussion and provide a proper answer to the fundamental question of finding the causes of the failure of the Azerbaijan State Association in the developments of the constitutional era. The association was largely subject to the opinions and demands of the people and tended to involve the people in the work and inform them of the decisions made. Accordingly, he took steps to eliminate the abusive customs and establish a schools with new meditation and establish a municipality and order, supervise government affairs and the like.         Undoubtedly, the capacities of the two countries of Iran and Japan in various political, commercial and cultural fields have become an undeniable necessity. In fact, these two great countries with long-standing and historical relations that have always been respected and liked by the nation and people of both countries have been the basis for development in all fields throughout history. The aim of the current research is to answer this basic question: how was the relationship between Iran and Japan from the constitutional movement to the end of the Pahlavi dynasty? In this article, the researchers investigate this issue by using the documentary method, relying on written library sources and articles. The results of the present research show that, except for a period in the Second World War when the Iranian government was forced to cut ties with Japan due to the pressure of the Allies, in other historical periods, the political, commercial and cultural relations between Iran and Japan are always and gradually growing and has been expanding.
