According to the fact that our country is located in one of the seismic zones of the world, the possibility of strong earthquakes in different regions is inevitable. Over the past years, researchers have proposed different systems for absorbing and dissipating earthquake energy in structures, which, in this regard, unrestrained buckling braces have been focused by engineers. The purpose of this research is to examine the behavior of short link beam in steel frames with buckling and non-buckling braces. For this purpose, three structures, 3, 6 and 9 stories with buckling and non-buckling braces are designed according to valid regulations and all seismic rules have also been controlled. Then, their lateral two-dimensional frame is modeled with eccentric braces on the SeismoStruct 2016 software. In order to investigate the behavior of the link beam, nonlinear static and time history analysis have been used for three far-field earthquakes and type 2 soil. In the following, the results of the shear force and the bending moment of the link beam and the nonlinear static analysis curves of the frames in two models with buckling and non-buckling braces are compared. The results of nonlinear static analysis show that the moment and shear in the non-buckling link beam can be up to 38 and 50 percent more than the frame with buckling braces, respectively. Non-linear time history analysis shows a higher growth of link beam forces in a frame with non-buckling braces than nonlinear static analysis. Manuscript profile

4 - Presenting a favorable electoral model based on general election policies by studying international electoral systems (Case study: USA and Germany)

Field and Aims: The legitimacy or acceptability of political systems is created through general elections and the will of the nations, and some governments consider their legitimacy extraterrestrial and the only acceptability of the political system from the people. Like the system of the Islamic Republic of Iran, which is stated in the preamble of its constitution, "Government, from the point of view of Islam, does not arise from the position of class and domination of an individual or group, but is the crystallization of the political ideal of a nation of the same religion and like-minded people, which organizes itself in the process of intellectual and ideological evolution. Open your way to the final goal (moving towards Allah). However, the acceptance and holding of elections in all parts of the world is dependent on an electoral system based on which governments manage democracy. In this article, we seek to present a desirable election model based on general election policies by studying the German and American electoral systems.Method: This research article is applied and developmental in terms of its purpose, and the data was collected by library method and analyzed by qualitative method.Finding and Conclusion: Concerned about making the election system of the country fundamental, the Supreme Leader announced the general election policies in 18 paragraphs to the officials of the country on October 24, 2016, and no comprehensive election system has been developed and implemented in this regard. Considering that the electoral system of Germany and America is also proportional and majority; By studying international standards based on the 18 policies announced by the leadership, we have presented a "proportional democratic" electoral system with a specific and comprehensive structure.           Abstract Fluctuations in the real exchange rate, including factors that could affect macroeconomic performance and especially economic growth. It can be said that a factor in the analysis of the relationship between exchange rate volatility and economic growth has received little attention is the development level of countries’ financial markets. This study was aimed to investigate the effect of exchange rate fluctuations on economic growth considering rate of development of financial markets in selected Member Countries of OPEC over the period 1981-2010. The effects of inflation on economic growth have been studied as well. The results obtained by analyzing of panel data show that the effect of financial development on economic growth and the mutual effect of exchange rate fluctuations and financial development on economic growth is positive, but statistically view are not significant.   Manuscript profile

6 - The cause of the failed coup of 2016 Turkish Army against the AKP
Mohammadali Basiri Seyed Ali Majidi nejad Abdolreza Alishahi

Due to the assigned right according to the constitutional law by Kemal Ataturk for the protection of the republic of Turkey and Kemalism values, the Turkey army in the years of 1960, 1971, 1980, and 1997 have attempted a coup. But with the empowerment of justice and development party in 2003 and comprehensive development of the country, Turkey was on an ongoing passing to democracy. In addition, the party of justice and development has closed the ways leading to the coup through legal strategies and modification of the enacted constitutional law during military coups. Though, the army attempted military coup against the party of justice and development for the fifth time in 26th July, 2016. Therefore, this question raises that in spite of the comprehensive development of Turkey after justice and development party coming to power and paving the way for a more liberal and democratic atmosphere and also limiting the role of army in politics, what factors have caused and set the stage for this military organization to attempt a coup? In response to this question this hypothesis took form that the reasons for such a coup could be depriving the army from value capabilities related to its power and depriving the movement of Fethullah Gulen from doing activities inside Turkey and ignorance of Kemalism values by the party of justice and development. The present study is based on analytical-descriptive method and also written and virtual sources were utilized for collecting the data. Manuscript profile
