As long as Urban baseddevelopment and planning are developed and implemented, many problems will arise in cities and it will not be possible to achieve smart growth and TOD. The main purpose of this study is to present strategies for the development of Bastam city based on smart urban growth with an emphasis on TOD approach.Material and Methodology: The method of descriptive analytical research and data collection was done by a documentary, questionnaire, and interview. To analyze the data, first, the strengths and weaknesses, opportunities, and threats were examined according to the SWOT method, based on the opinions of citizens and experts for the study area, then suggestions were presentedin the form of strategies, and strategies were prioritized using QSPM techniqueFindings: The results of the analysis of internal and external matrices showed that in the current situation, the city of Bastam is facing many weaknesses and is weak in terms of internal factors, also the threats are more effective and therefore focus of the proposed Strategies should be minimizing the consequences of adverse threats.Discussion and Conclusion: The results of the evaluation of strategies indicate that the first step towards achieving smart urban growth with an emphasis on TOD, from thecitizens opinion was the strategy of providing the necessary facilities on sidewalks and design according to the climate and weather conditions with 5/96 points and from the specialists opinion, the strategy of urban affairs officialsattention towards limiting the riding axes and expanding the pedestrian paths with 6/07 points are the first development priority. Smart urban growth is one of the most important strategies for the interior development, which has attracted the attention. Therefore, the aim of this paper is to spatially analyze the indices of smart urban growth in Ilam City. The research method is analytical-descriptive and the data is gathered by field study and library method. According to AutoCAD maps, detailed urban plan of all four districts of Ilam City are determined and 35 indices of smart urban growth are evaluated. To analyze the data, ANP network analysis is integrated with GIS maps. The results show that the development of the city of Ilam in the 1950s with an area of about 102 hectares reached an area of 2,460 hectares in the 2010s. This development is uneven, heterogeneous, dispersed, and without regard to the spatial distribution of urban utilities. The spatial distribution of smart urban growth indicators is not the same in the city, and district 1 of the urban area with a score of .144 is more consistent with smart urban growth indicators. Building a smart city is emerging as a strategy to reduce the problems posed by increasing urban population, uneven growth and physical disruption. Smart governance, energy, construction, transportation, infrastructure, technology, healthcare and citizen form the basis of an integrated framework that can be used to examine how a smart city initiates and strategies work. The components of smart urban growth affect the social, economic and physical conditions of Tuyserkan and provide the means to reduce urban costs, improve environmental conditions and save citizens’ time. The method used in this research is descriptive-survey and the sample size using Cochran's formula is 381 people who were randomly selected from among the citizens and experts using cluster sampling. The findings of the present study were analyzed using the SPSS software. The results showed that Tuyserkan is not ready to establish smart urban growth, and despite the poor condition of urban smart growth infrastructure in the city, none of the smart urban growth processes in the city is in a good condition. Among the infrastructures of smart urban growth, electronic services with a rank of (1.92) are in a more unfavorable situation and the variables of environment and green space (2.99), quality of life (2.65), mixed uses (2.25), pedestrian (2.24) and socio-economic (1.99) are in a more favorite position than other infrastructures as far as the ranking is considered.
