  The purpose of the present study is to investigate the effect of internal (innate) and external (educational) factors on organizational indifference with the mediating role of Islamic moral intelligence among employees of the General Department of Environmental Protection, Khorasan Razavi. The current research is applied in terms of purpose and survey in terms of nature and method. The statistical population includes all employees of the General Environmental Protection Department of Khorasan Razavi, about 450 people, and based on the sampling table of Karjesi and Morgan, 207 of them were selected by simple random sampling. The research tools are questionnaires created by the researchers, which have been determined by using content validity and by using the formal validation method and its reliability by using internal consistency using Cronbach's alpha method. The method of data analysis was structural equation model using Amos modeling software. The findings of the research showed that the variable of Islamic moral intelligence with a coefficient of -0.62 has a significant effect on the organizational indifference of the employees of the General Department of Environmental Protection, Khorasan Razavi. The variable of internal factors (innate) has a significant effect on Islamic moral intelligence with a coefficient of 0.82, and the variable of external factors (educational) has no significant effect on Islamic moral intelligence with a coefficient of -0.07. Also, Islamic moral intelligence mediates the effect of internal (innate) factors on the organizational indifference of employees of the General Department of Environmental Protection, Khorasan Razavi; But it does not mediate the effect of external (educational) factors on organizational indifference.
