The trend of sustainable urban development in Iran is affected by several factors, one of which is government national policies, including the country's 5-year development plans. Given the shortcomings of these programs, this article seeks to determine what are the theoretical foundations behind development programs in Iran that prevent the realization of those goals. To answer this question, this paper examines the government's theory of social development and its implications for sustainable urban development. The research method is content analysis and the required data were collected via a documentary method. The population of the research consists of the fourth to sixth development programs and the clauses of the programs have been selected as a sample that contain references to social development. The results of the study showed that social development in the minds of government officials is limited to meeting some basic needs. Also, the clauses contained in these programs do not cover many of the key components of sustainable urban development, such as social participation, cultural diversity, and minorities and specific groups. In addition, since most indicators of social development are qualitative, the possibility of operationalizing goals and then evaluating government performance is not possible.
