  Tourism is one of the factors affecting the economic growth and development of communities. The development of tourism leads to an increase in income, the creation of direct and indirect employment, as well as the acquisition of foreign exchange earnings for the country. To benefit more from the positive effects of tourism, attention to creativity and innovation is of great importance. Due to the numerous effects and attractions of tourism in South Khorasan province, especially the city of Birjand on the one hand and droughts of several years on the other hand, attention to this industry is effective in improving the economic situation of this region. In this regard, the present study seeks to Investigat the effective factors in tourism development in Birjand city with emphasis on creativity. This research is applied and the research method is descriptive-analytical and survey. Field data collected through a questionnaire from 67 activists in tourism industry and analyzed using SPSS software and Amos software. Variables affecting urban tourism based on creativity are divided into 6 general components (economic, infrastructure and physical, environment, information technology, political and security, social and cultural), each of which includes several indicators. The results show that the political and security component with a coefficient of 1.58 and the environment component with a coefficient of 1.28 have the greatest impact on tourism in Birjand with an emphasis on creativity.
