Presenting a Model of Decentralization with a Data-Driven and Meta Synthesis Approach (A Case Study of the Greater Tehran Metropolitan Area)

Abstract :
This research aims to present a deconcentration model to elucidate the balanced growth of the Tehran metropolis. The research adopts a qualitative approach through foundational data theory and meta-synthesis. The geographical scope of this study is limited to the city of Tehran. Initially, literature and research background were studied using a meta-synthesis approach. In this research, 34 documents related to deconcentration were examined, and key components were extracted. Then, a systematic data theory approach was used to gather the perspectives of stakeholders and provide a model. Sample selection was done through theoretical sampling, and 15 interviews were conducted based on theoretical saturation. Data analysis was carried out through three stages: open coding, axial coding, and selective coding, identifying conditional factors, central phenomena, contextual conditions, and intervening and outcome factors, as well as solutions and consequences. People's decisions do not always align logically with decision-making models presented in financial texts. Municipal infrastructures are essential for the economic, social, and environmental well-being of cities. Cities must not only provide "hard" services such as roads, transportation, water, and sanitation but also facilitate "soft" services like parks, housing, and recreational facilities that enhance the quality of life in their communities. The continuous growth of urban populations in developing countries has significantly increased the demand for urban services.
