The issue of development is one of the important issues that have always been raised by governments in various forms since long ago. This is despite the fact that achieving development without security is not possible and has no meaning and concept. A country can pass the evolutionary stages of its development better if it faces less security challenges. Thinkers believe that appropriate land development plans are the most successful and complete plan to achieve sustainable development. Therefore, not paying attention to some components and security considerations in the development of these plans is very effective in not achieving the desired goals. In this regard, the current research has been conducted with the aim of knowing the economic, social, environmental and political-security considerations in the border province of Ilam and its role in the level of development. This research is based on practical purpose and descriptive-analytical method. To investigate the economic, social-cultural, political and military-security threats, data analysis and historical documents were used, and spatial and leveling maps were prepared using Arc GIS software. First, the most important strengths, weaknesses, opportunities, and threats of the agricultural sectors of Ilam province were identified, and then, in order to know the state of development at the level of the cities of Ilam province, the multi-criteria technique of TOPSIS and the entropy weighting method were used. The results show that in terms of development levels, Shirvan, Cherdavel and Mehran cities are among the well-off cities, Dereshahr, Ilam and Dehlran cities are on the half-way level, and Ivan, Malekshahi and Abdanan cities are on the deprived level of development.
