Abstract :
In today's era, rapid changes and environmental complexities require organizations to adopt new management models for survival and development. Learning organizations, as one of these models, embed learning as a valuable asset at all levels of the organization. Hospitals, which have critical responsibilities, can achieve effective and sustainable performance by integrating these approaches with the principles of high-reliability organizations. This research aims to provide a model for transforming hospitals into high-reliability learning organizations. The study is classified as applied research and is of a mixed type (combining qualitative and quantitative analysis). In the qualitative phase, the main and sub-themes were identified through semi-structured interviews with 16 experts. In the quantitative phase, the qualitative results were evaluated and screened using the fuzzy Delphi method. Then, the main and sub-themes were weighted and prioritized using the ANP method. The findings of the research include 5 main themes, 18 sub-themes, and 136 concepts. Additionally, the results indicate that the transformation of hospitals into high-reliability learning organizations is influenced by five key factors: leadership and guidance, learning and skill development, human factors and organizational behavior, organizational structure and governance, and occupational, communication, and cultural factors.
