This research was applied in terms of purpose and descriptive-survey and correlational in terms of data collection. This quantitative study has been carried out using structural equation modeling (SEM). The data were collected using cluster sampling and randomly using a researcher's questionnaire made of 384 academic staff members from universities in Mazandaran province specializing in the field of higher education and the fields of educational management and educational planning and higher education policies. Its compilation and analysis was done by partial least squares method and PLS software. The findings showed the confirmation of the hypotheses and the appropriate fit of the model. The results of this research have provided a model that can be used to implement educational startups in higher education and provide the basis for the growth and development of such startups in the country.
