        AbstractUrban development policy is an important issue in the field of urban development and planning. This issue refers to solving how to create prosperous cities and communities, improve the quality of life of citizens and meet current and future needs. In this regard, the present research has been carried out in order to compile the prosperity scenarios of Tehran metropolis based on the principles of future studies. This research is practical in terms of purpose and descriptive-analytical in terms of nature and method and based on future research approach. The statistical population was 20 urban experts based on snowball sampling. 49 primary drivers in 6 statistical categories and identified by structural interaction analysis and scenario writing methods have been processed in MICMAC and Scenario Wizard software. The results of this research show that the golden scenario or high prosperity of Tehran metropolis will happen when the quality of life factors face a growing trend and the status of social cohesion and equality factors are in line with the prosperity of Tehran metropolis. In fact, in these scenarios, the key factors are more favorable than critical. This group of scenarios includes only the first scenario among the 21 believable scenarios, and with 100% favorability, it prevails over other conditions (static and critical) that show a positive and hopeful state in front of the urban prosperity of Tehran metropolis. Among these things are the creation and development of knowledge cities, which have emerged in the world today and have knowledge-based economies and sustainable cities where their citizens live in prosperity and comfort Pardis , due to its location 17 kilometers east of Tehran having tourism capabilities, a special natural location, higher education centers such as Azad University and most importantly the science and technology park, are the necessary conditions to attract investors in the sector. It has private and especially the urban creative class and has the necessary potential to become a knowledge city. Based on this, the aim of this research is to formulate solid theoretical foundations regarding the impact of knowledge cities on regional development and to identify the criteria and indicators of the knowledge-city in Pardis , which is analyzed by the results of the questionnaire using the Likert . The desirability of 60 people is based on targeted sampling according to the statistical population. In the following, by examining the current situation and recognizing the capabilities and bottlenecks of Pardis , we will examine whether Pardis has the ability to become a knowledge-based city and the criteria and branches necessary for this transformation in six dimensions, social, economic, managerial, We evaluate the perception and spatial organization of the Minister of Urban infrastructure through the hierarchical AHP . The current research is applied in terms of purpose and in terms of the type of data it is a mixed method (qualitative and quantitative), with an exploratory approach in the way of description and analysis through the review and analysis of selected documents and texts related to the topic and using the survey method with interest.         In recent years, the city of Yasouj has grown a lot in terms of physical and economic aspects and has been open to immigration, the most development is in the surrounding settlements of the city of Yasouj, and the increase in the phenomenon of marginalization is evident. On the other hand, these settlements have affected the security of the city of Yasouj. Another goal of this research is to identify the factors affecting crime in the surrounding areas of Yasouj city and its effect on crime planning in order to reduce and solve urban crimes through social engineering and cultural empowerment of residents along with people's participation with a local approach. The current research is descriptive-inferential in nature and academic research (developmental-applied) in terms of its purpose, and it examines these effects with the focus of community-oriented policy on reducing the occurrence of urban crimes in the peripheral settlements of Yasouj city. The findings of this research show a direct relationship with a high percentage between crime planning and crime factors such as: poverty, illiteracy, unemployment, inefficient management, ethnic differences and their reduction through community-oriented empowerment with an emphasis on social engineering, awareness raising, foundation building and rail laying by the authorities.
