Abstract :
Nowadays, urban traffic and the issues and problems arising from it have had a very deep impact on sustainable urban development and the quality of life in the metropolises of developing countries. Therefore, the need to pay attention to the development of clean transportation in the big cities of these countries has increased. Therefore, the current research was conducted with the aim of evaluating the importance of sustainable urban development indicators on the development of clean transportation in the central part of Shiraz city. This research has used a combination of survey and descriptive-analytical methods. In other words, the data required for this research has been collected through library and field methods (questionnaire). The findings indicate that the average of all items of sustainable urban development indicators (environmental, economic and socio-cultural) in line with clean transportation in the central part of Shiraz city from the citizens' point of view is above average. Has been in this regard, the significance level or the value of the alpha error (Sig) of the t-test for all indicators was equal to 0.000. The status of sustainable urban development indicators (environmental, economic and socio-cultural) has an impact on the development of clean transportation in the eight cities of Shiraz. Therefore, it is important to strengthen these indicators in order to develop clean transportation in the studied area. Until now, no research has been conducted in the field of evaluating the impact of sustainable urban development indicators on the development of clean transportation in the eight cities of Shiraz; Therefore, from this point of view, this research is innovative.

Introduction
Urbanization is expanding and intensifying worldwide, influenced by heterogeneous and ever-changing transformations in the global system. Given that in 2008, for the first time, more than half of the world’s population lived in cities, this issue has become more critical than ever. The increase in urban population and uncontrolled urban growth have led to serious environmental, economic, and social challenges in the metropolises of developing countries. The transportation system is recognized as one of the fundamental elements of urban development, contributing to various structural and organizational issues in cities. In this regard, urban transportation, especially in developing countries, holds significant importance and directly affects the quality of life of citizens. Sustainable urban development and sustainable transportation are concepts that have gained attention to reduce urban pollution and improve the quality of life in urban communities. Developing countries are investing in clean and sustainable transportation infrastructure to control the negative effects of traffic and pollution while enhancing social and economic infrastructure. In this context, the use of renewable fuels, the expansion of cycling and pedestrian facilities, and other initiatives adopted by developed countries are being considered. Shiraz, as one of the most important population centers in Iran, has been facing challenges such as environmental pollution, heavy traffic, and declining quality of life due to population growth and excessive use of motor vehicles. The central area of Shiraz, which holds historical and cultural significance, struggles with major issues such as the lack of proper transportation routes, conflicts between pedestrian and vehicular flows, and environmental pollution. This study examines the role of sustainable urban development indicators in promoting clean transportation in District 8 of Shiraz from the perspective of its citizens. The objective of this research is to identify and mitigate problems caused by traffic and pollution in Shiraz and to explore solutions for sustainable urban transportation development. Given the existing challenges, improving infrastructure and focusing on sustainability in the transportation system can help reduce current problems and create a suitable foundation for sustainable development. This research could serve as a model for other metropolises in developing countries, enabling them to enhance their transportation systems and improve the quality of life in their cities by learning from Shiraz’s experiences.
Methodology
This research is an applied-developmental study conducted using a descriptive-analytical method. The data collection approach in this study includes both library and field research, with a theoretical analysis as the dominant perspective in terms of its nature. Overall, in different stages of the present study, a combination of survey and descriptive-analytical methods has been utilized. The data collection method consists of both field and library-based approaches. The library-based data were obtained through the review of articles, books, and projects carried out by organizations related to urban management and transportation in Shiraz, such as the Shiraz Municipality, Shiraz Governor's Office, Shiraz Municipality's Transportation and Traffic Center, as well as reputable international scientific sources. For field data collection, a questionnaire was used to measure and evaluate the research variables. The statistical population of this study consists of citizens residing in District 8 of Shiraz Municipality. The sample size, determined using Cochran's formula, was 390 individuals, who were selected through simple random sampling and surveyed accordingly. In this study, to assess the significance of sustainable urban development indicators on the promotion of clean transportation (walking and cycling), descriptive statistical tests and the one-sample t-test were applied using SPSS22 software.
Results and discussion
The present study, aimed at examining the role of sustainable urban development indicators in the development of clean transportation in District 8 of Shiraz Municipality, surveyed a sample of 390 residents from this area. According to descriptive statistics, 60.3% of participants were male, and 39.7% were female. In terms of age, 3.6% were under 20 years old, 30% were aged 20 to 29, 40.5% were aged 30 to 39, 16.4% were aged 40 to 49, 6.2% were aged 50 to 59, and 3.3% were aged 60 to 69. Additionally, 40.3% of participants were single, while 57.7% were married. Regarding education, 3.3% had less than a high school diploma, 19% had a high school diploma, 52.6% held a bachelor’s degree, 21.8% had a master’s degree, and 3.3% held a PhD. Descriptive statistics also indicate that citizens assigned relatively lower importance to indicators related to the transportation system. The lowest mean scores were recorded for the employment rate in the transportation sector (2.24) and per capita fossil fuel consumption (2.56). In contrast, the highest mean scores were associated with investment in the transportation sector (4.35) and air pollution (4.12). Overall, more than half of the sustainable development indicators related to the use of clean transportation were assessed by citizens at a moderate to high level. A table provided further insights into citizens' perspectives on clean transportation indicators. The lowest mean scores were attributed to parking costs (2.35) and traffic policies (2.58), while cultural restrictions (women) (4.59) and budget allocations (4.34) had the highest importance. The one-sample t-test results indicated that the mean scores for all statements related to sustainable urban development indicators for clean transportation were above the average level from the citizens' perspective. The alpha error value (Sig) for all indicators was less than 0.05, confirming that sustainable urban development indicators positively impact the clean transportation system in District 8 of Shiraz. District 8 of Shiraz, due to its high population density and historical and cultural attractions such as Karim Khan Citadel and Shah Cheragh, holds significant importance. However, poor urban design and heavy traffic have negatively impacted the quality of life for residents. Analysis of maps reveals poor road distribution and increased traffic congestion. Therefore, recommendations include developing pedestrian and cycling paths to improve clean transportation in the area. For instance, the streets surrounding Karim Khan Citadel and Shah Cheragh could be converted into dedicated bicycle lanes. By implementing such strategies, a sustainable transportation system can be established, ultimately enhancing the quality of life in Shiraz.
Conclusion
In recent decades, urbanization and industrialization have increasingly expanded in developing countries, necessitating the development of appropriate infrastructure to support these changes. Urban transportation plays a crucial role in economic and social development, yet current transportation systems face numerous challenges. In particular, the growing demand for transportation services due to urbanization and population growth has not been accompanied by parallel advancements in transportation systems. In this regard, the development of clean transportation can help address many of the pressing issues in these cities. The present study examines the impact of sustainable urban development indicators on clean transportation in central Shiraz from the citizens' perspective. The findings indicate that these indicators have a positive and statistically significant impact. Additionally, several recommendations for the development of clean transportation in District 8 of Shiraz have been proposed, including reducing pollution, improving public spaces and green areas, enhancing economic security, and promoting spatial justice. Other proposals include leveraging cultural potentials, enhancing clean transportation infrastructure in tourist areas, and implementing systematic monitoring in this sector. These recommendations provide a roadmap for improving clean transportation in Shiraz, contributing to urban quality of life and sustainable development.

This study examines the role of sustainable urban development indicators in promoting clean transportation in District 8 of Shiraz from the perspective of its citizens. The objective of this research is to identify and mitigate problems caused by traffic and pollution in Shiraz and to explore solutions for sustainable urban transportation development. Given the existing challenges, improving infrastructure and focusing on sustainability in the transportation system can help reduce current problems and create a suitable foundation for sustainable development. This research could serve as a model for other metropolises in developing countries, enabling them to enhance their transportation systems and improve the quality of life in their cities by learning from Shiraz’s experiences.
Methodology
This research is an applied-developmental study conducted using a descriptive-analytical method. The data collection approach in this study includes both library and field research, with a theoretical analysis as the dominant perspective in terms of its nature. Overall, in different stages of the present study, a combination of survey and descriptive-analytical methods has been utilized. The data collection method consists of both field and library-based approaches. The library-based data were obtained through the review of articles, books, and projects carried out by organizations related to urban management and transportation in Shiraz, such as the Shiraz Municipality, Shiraz Governor's Office, Shiraz Municipality's Transportation and Traffic Center, as well as reputable international scientific sources. For field data collection, a questionnaire was used to measure and evaluate the research variables. The statistical population of this study consists of citizens residing in District 8 of Shiraz Municipality. The sample size, determined using Cochran's formula, was 390 individuals, who were selected through simple random sampling and surveyed accordingly. In this study, to assess the significance of sustainable urban development indicators on the promotion of clean transportation (walking and cycling), descriptive statistical tests and the one-sample t-test were applied using SPSS22 software.
Results and discussion
The present study, aimed at examining the role of sustainable urban development indicators in the development of clean transportation in District 8 of Shiraz Municipality, surveyed a sample of 390 residents from this area. According to descriptive statistics, 60.3% of participants were male, and 39.7% were female. In terms of age, 3.6% were under 20 years old, 30% were aged 20 to 29, 40.5% were aged 30 to 39, 16.4% were aged 40 to 49, 6.2% were aged 50 to 59, and 3.3% were aged 60 to 69. Additionally, 40.3% of participants were single, while 57.7% were married. Regarding education, 3.3% had less than a high school diploma, 19% had a high school diploma, 52.6% held a bachelor’s degree, 21.8% had a master’s degree, and 3.3% held a PhD. Descriptive statistics also indicate that citizens assigned relatively lower importance to indicators related to the transportation system. The lowest mean scores were recorded for the employment rate in the transportation sector (2.24) and per capita fossil fuel consumption (2.56). In contrast, the highest mean scores were associated with investment in the transportation sector (4.35) and air pollution (4.12). Overall, more than half of the sustainable development indicators related to the use of clean transportation were assessed by citizens at a moderate to high level. A table provided further insights into citizens' perspectives on clean transportation indicators. The lowest mean scores were attributed to parking costs (2.35) and traffic policies (2.58), while cultural restrictions (women) (4.59) and budget allocations (4.34) had the highest importance. The one-sample t-test results indicated that the mean scores for all statements related to sustainable urban development indicators for clean transportation were above the average level from the citizens' perspective. The alpha error value (Sig) for all indicators was less than 0.05, confirming that sustainable urban development indicators positively impact the clean transportation system in District 8 of Shiraz. District 8 of Shiraz, due to its high population density and historical and cultural attractions such as Karim Khan Citadel and Shah Cheragh, holds significant importance. However, poor urban design and heavy traffic have negatively impacted the quality of life for residents. Analysis of maps reveals poor road distribution and increased traffic congestion. Therefore, recommendations include developing pedestrian and cycling paths to improve clean transportation in the area. For instance, the streets surrounding Karim Khan Citadel and Shah Cheragh could be converted into dedicated bicycle lanes. By implementing such strategies, a sustainable transportation system can be established, ultimately enhancing the quality of life in Shiraz.
Conclusion
In recent decades, urbanization and industrialization have increasingly expanded in developing countries, necessitating the development of appropriate infrastructure to support these changes. Urban transportation plays a crucial role in economic and social development, yet current transportation systems face numerous challenges. In particular, the growing demand for transportation services due to urbanization and population growth has not been accompanied by parallel advancements in transportation systems. In this regard, the development of clean transportation can help address many of the pressing issues in these cities. The present study examines the impact of sustainable urban development indicators on clean transportation in central Shiraz from the citizens' perspective. The findings indicate that these indicators have a positive and statistically significant impact. Additionally, several recommendations for the development of clean transportation in District 8 of Shiraz have been proposed, including reducing pollution, improving public spaces and green areas, enhancing economic security, and promoting spatial justice. Other proposals include leveraging cultural potentials, enhancing clean transportation infrastructure in tourist areas, and implementing systematic monitoring in this sector. These recommendations provide a roadmap for improving clean transportation in Shiraz, contributing to urban quality of life and sustainable development.

چکیده
امروزه ترافیک شهری و مسائل و مشکلات ناشی از آن تأثیرات بسیار عمیقی بر توسعه پایدار شهری و کیفیت زندگی کلانشهرهای کشورهای در حال توسعه گذارده است. از این رو ضرورت توجه به توسعه حمل و نقل پاک در شهرهای بزرگ این کشورها افزایش یافته است. بنابراین پژوهش حاضر با هدف ارزیابی اهمیت شاخصهای توسعه پایدار شهری بر توسعه حمل و نقل پاک در بخش مرکزی شهر شیراز انجام شده است. این پژوهش از روشهای پیمایشی و توصیفی- تحلیلی به صورت ترکیبی استفاده شده است. به بیان دیگر دادههای مورد نیاز این پژوهش از طریق روشهای کتابخانهای و میدانی (پرسشنامه) جمعآوری گردیده است. یافتهها بیانگر این است که میانگین تمام گویههای شاخصهای توسعه پایدار شهری (زیست محیطی، اقتصادی و اجتماعی- فرهنگی) در راستای حمل و نقل پاک در بخش مرکزی شهر شیراز از دیدگاه شهروندان بالاتر از حد متوسط قرار داشته است. در این رابطه سطح معناداری یا مقدار خطای آلفا (Sig) آزمون تی برای تمام شاخصها برابر با 000/0 بوده است. چگونگی وضعیت شاخصهای توسعه پایدار شهری (زیست محیطی، اقتصادی و اجتماعی- فرهنگی)، بر توسعه حمل و نقل پاک در منطقه هشت شهر شیراز تأثیرگذار است. از این رو تقویت این شاخصها در راستای توسعه حمل و نقل پاک در محدوده مورد مطالعه حائز اهمیت میباشد. تا به حال پژوهشی در زمینه ارزیابی اثرگذاری شاخصهای توسعه پایدار شهری بر توسعه حمل و نقل پاک در منطقه هشت شهر شیراز انجام نشده است؛ لذا از این نظر این پژوهش دارای نوآوری میباشد.

مقدّمه
امروزه حمل و نقل شهری از جمله با اهمیتترین عوامل تسهیلکنندۀ کلیۀ فعالیتهای اقتصادی، اجتماعی و فرهنگی و همچنین ارتقای پویایی زندگی در سطح شهرها میباشد. به بیان دیگر این مقوله در فرآیندهای و توسعه شهرها چه به صورت مستقیم و چه به صورت غیرمستقیم اثرگذار است (Kashani Jou & Mofidi Shemirani, 2009). به طور کلّی در شرایط کنونی حمل و نقل شهری یکی از مهمترین عوامل اثرگذار بر ساختار و سازمان شهری قلمداد میگردد. در حال حاضر مقوله حمل و نقل در شهرها، با تغییرات شدید جمعیتی و توسعه وسایل حمل و نقل به یکی از با اهمیتترین مسائل شهرها مبدل گردیده است (Bhanye, 2023). به بیان دیگر این مقوله با ماهیت اجتماعی، اقتصادی و سیاسی در کیفیت زندگی شهروندان و ساختار اقتصادی- اجتماعی شهرها تأثیرات فراوانی داشته است (Barari, 2020). با در نظر گرفتن این که جابجایی شهروندان و کالاها از جمله با اهمیتترین مسائل شهرهای امروزه است، در این رابطه سرمایهگذاریهای زیادی انجام شده است. با این وجود افزایش جمعیت شهرها و فزونی یافتن استفاده از وسایل نقلیه موتوری، تغییرات وسیعی بر تمام جوانب زندگی شهر تحمیل نموده است (Resch et al, 2020). در این راستا طی سالهای گذشته کشورهای در حال توسعه و توسعه یافته در صدد افزایش سرمایهگذاری و پیشرفت تکنولوژی، به منظور توسعه همه جانبه حمل و نقل پاک و پایدار بودهاند (Poorahmad, 2015).
در حال حاضر با در نظر گرفتن افزایش آلودگیهای شهری و پیامدهای بیشمار آن، مقوله توسعه پایداری شهری به ویژه در کشورهای در حال توسعه مورد توجه خاصی قرار گرفته است. در این میان توسعه حمل و نقل پایدار، یکی از مهمترین مفاهیم مورد نظر در مبحث توسعه پایداری شهری میباشد. امروزه مدیران شهری در اغلب کشورها مقولۀ حمل و نقل شهری را در بطن یک سیستم مدیریت یکپارچه سازماندهی میکنند. ایشان از طریق بکارگیری متخصصان توانمند، روشهای جدید طراحی و برنامهریزی و همچنین استفاده از ابزراهای نوین به دنبال پیشرفت و ارتقای پایداری حمل و نقل شهری میباشند (Zordan & Tsou, 2020). در این شرایط ارتقای ملزومات توسعه حمل و نقل پاک و همچنین کاهش معضلات زیست محیطی و ترافیکی از جمله اساسیترین راهکارهای توسعه سیستم حملونقل پایدار به شمار میآید (Shirmohammadi et al, 2023). از این رو در کشورهای توسعه یافته به استفاده از سوختهای تجدیدپذیر، دوچرخه و همچنین افزایش امکان پیادهروی به عنوان یکی از مهمترین راهکارهای کاهش آلودگیهای ناشی از سیستم حمل و نقل شهری توجه میشود (Mohammadzadeh Moghadam et al, 2020). امروزه کلانشهرهای در حال توسعه به واسطه افزایش بی رویه جمعیت و تشدید استفاده از حمل و نقل موتوری با مشکلات متعددی مانند کاهش کیفیت محیط شهری، افزایش مالکیت خودرو و استفاده از خودروهای تک سرنشین، عرض کم و عدم پاسخگویی معابر موجود، نارسایی حمل و نقل عمومی، غیر استاندارد بودن زیرساختها، هدر رفتن سرمایهها، عدم برابری اجتماعی در استفاده از وسایل حمل و نقل متعارف، بالا بودن تعداد تصادفات، کمبود فضای مورد نیاز جهت توسعه بخش حمل و نقل، عدم ایمنی مسیرها، آلودگی هوا، صوتی و بصری، استفاده بیرویه از سوختهای فسیلی غیر استاندارد، ناپایداری حمل و نقل، عدم رضایت شهروندان، افزایش بیماریها و غیره مواجه هستند. در نتیجه مدیران شهری کلانشهرهای کشورهای در حال توسعه نیز به پایداری حمل و نقل شهری به واسطه توسعه حمل و نقل پاک توجه خاصی نموده و در پی مدیریت، کنترل و نظارت همه جانبه بر این بخش با لحاظ نمودن اهداف پایداری میباشند. بنابراین در اغلب کلانشهرهای ایران نیز به منظور کاهش آلودگیهای ناشی از ترافیک شهری، توجه به مقوله حمل و نقل پاک حائز اهمیت فراوان است.
شهر شیراز از گذشته تاکنون به علّت دارا بودن پتانسیلهای بالا در زمینه طبیعی، اجتماعی، فرهنگی، امنیتی، اقتصادی، گردشگری، بهداشت و درمان و غیره از جمله مهمترین کانونهای جمعیتی کشور به شمار میآید. در سالهای اخیر افزایش جمعیت این شهر موجب پدید آمدن مشکلات گوناگونی از قبیل اجتماعی- فرهنگی، اقتصادی و زیست محیطی شده است. در همین راستا استفاده بیرویه از وسایل نقلیه موتوری و تشدید مصرف سوختهای فسیلی به واسطۀ آن سبب افزایش همه جانبه آلودگیهای محیطی این شهر از منظر آلودگی هوا، صوتی، بصری و غیره شده است. بخش مرکزی شهر شیراز به عنوان منطقهای دارای ارزش و اعتبار تاریخی در بر گیرنده عناصری مانند ارگ کریمخان، شاه چراغ، بازار وکیل و غیره دارای بافت فرهنگی ویژهای میباشد. با این حال فقدان مسیرهای مطلوب حمل و نقل و افزایش سفرهای شهری به این محدوده از شهر، موجب شکلگیری مشکلات عدیدهای شده است. در این رابطه یکی از مهمترین مشکلات این محدوده، تداخل بالای جریان پیاده و سواره و افزایش آلودگیهای محیطی به دلیل ترافیک سنگین میباشد. بنابراین در پژوهش حاضر در راستای تقلیل مشکلات مذکور، بررسی نقش شاخصهای توسعه پایدار شهری در توسعه حمل و نقل پاک در منطقه هشت شهر شیراز از دیدگاه شهروندان مورد توجه قرار گرفته است.
مرور ادبیات و سوابق پژوهش
حمل و نقل شهری
واژه «حمل» در واژهشناسی به معنای برداشت و «نقل» نیز به معنای جابجا نمودن است (Mobaraki & Tamari, 2017)؛ حمل و نقل یک عنصر اساسی در توسعه اقتصادی یک جامعه است (Almselati, 2011). بدون حمل و نقل خوب، یک ملت یا منطقه نمیتواند به حداکثر استفاده از منابع خود و یا حداکثر بهرهوری مردم خود دست یابد (Wonn-Ming, 2019). در دهههای گذشته در سراسر جهان رشد سریع جمعیت و افزایش شهرنشینی به افزایش مستمر تقاضا برای سفر در شهرهای بزرگ منجر گردیده و این مسئله چالشهای مهمی را برای سیستمهای حمل و نقل شهری به همراه داشته است (Diao et al, 2021).
در حال حاضر حمل و نقل شهری از جمله عوامل موثر در رشد اقتصادی شهرها به شمار میآید. در واقع این مقوله در شهرهای کشورهای در حال توسعه بین8 تا 16 درصد درآمد خانوارها، 15 تا 21 درصد بودجه و بیش از 33 درصد سرمایهگذاری در زیرساختهای شهری را در بر میگیرد. از سوی دیگر این بخش به عنوان یکی از مهمترین بخشهای توسعه پایدار، بر توسعه اثرگذار و از آن متأثر میباشد. با این وجود بخش حمل و نقل با افزایش مصرف انرژی و انتشار گازهای گلخانهای هزینههای سنگین زیست محیطی، اقتصادی و اجتماعی به شهرها تحمیل نموده است (UN-EP, 2011:12). در مجموع سیستمهای حمل و نقل شهری با فراهم کردن دسترسی شهروندان به بازارها، آموزش، اشتغال، مراقبتهای بهداشتی، تفریح و سایر خدمات کلیدی، نقش کلیدی در توسعه شهری ایفا میکنند (Mishra et al, 2023).
حمل و نقل پاک
امروزه در اغلب اوقات از حمل و نقل پاك با عنوان حمل و نقل پایدار نیز یاد میگردد. در واقع این اصطلاح در حوزه توسعه پایدار معرفی شده است (Kazemi, 2016). در شرایطی که رشد حمل و نقل شهری، شهرها را با چالشی فزاینده در کاهش انتشار گازهای گلخانهای مواجه ساخته است (Winkler, 2023)؛ حمل و نقل شهری پایدار یک چالش چند وجهی است که از رویکردهای برنامهریزی حمل و نقل سنتی فراتر میرود. به بیان دیگر با تداوم افزایش شهرنشینی، مناطق شهری با مسائلی مانند تراکم ترافیک، آلودگی هوا، مصرف انرژی و کیفیت کلّی زندگی ساکنان خود مواجه میباشند. بنابراین نیاز فوری به مقابله با این چالشها، محققان و برنامهریزان شهری را بر آن داشته است تا رویکردهای توسعه حمل و نقل پاک را به صورت جدّی دنبال نمایند. در واقع با توجه به تحقیقات علمی در زمینه حمل و نقل شهری، پیش بینی میگردد که گسترش سریع جمعیت شهری به افزایش نیازها برای خدمات حمل و نقل منجر شود. این افزایش تقاضا برای حمل و نقل میتواند تأثیر قابل توجهی بر شرایط اکولوژیکی شهرها داشته باشد (Sadorsky, 2014).
در شرایط کنونی شهرها مسئول 70 درصد انتشار کربن جهانی و مصرف دو سوم انرژی جهان هستند (Winkler, 2023). در واقع گرم شدن چشمگیر کره زمین و افزایش سطح آلودگی از جمله نتایج مهم افزایش جمعیت، حمل و نقل و صنعتی شدن است (Moslem, 2024). از این رو خیابانهای شهری بهعنوان یکی از اجزای ضروری فضاهای عمومی شهری، نقش مهمی در شکلدهی به شهرها و ارتقای پایداری شهری دارند (Rui & Othengrafen, 2023). از آنجا که تخریب محیط زیست به عنوان یکی از بزرگترین تهدیدها برای بشر به شمار میآید؛ شهرها بایستی راه حلهای پایدار و سازگار با محیط زیست را برای جلوگیری از بحران مد نظر قرار دهند. بنابراین ارائه یک سیستم حمل و نقل پایدار و سازگار با محیط زیست میتواند راهحل کارآمدی در این رابطه باشد. در واقع وجود یک سیستم حمل و نقل شهری کارآمد میتواند تخریب محیط زیست را به حداقل برساند. سیستم حمل و نقل پاک با پوشش دادن خواستههای فعلی شهروندان، مسائل ناگوار و پیچیده را از آینده سیستم حمل و نقل دور میسازد (Hasselwander et al, 2022). به طور کلی حمل و نقل شهری (پاک) پایدار عاملی کلیدی برای بقای شهرها میباشد. چارچوبهای حملونقل پاک با کاهش انسداد، تعدیل آلودگی و همچنین کاهش تخلیه CO2 نقش مهمی را در مناطق شهری، بهویژه در جوامع شهری بزرگ، ایفا مینمایند ((Kakati et al, 2024.
توسعه پایدار شهری
مفهوم توسعه پایدار از زمان انتشار گزارش برانتلند1 در سال 1987، برای برنامهریزان شهری و سیاستگذاران یک موضوع حیاتی است (Mensah, 2019). در واقع با افزایش اثرات تغییرات آب و هوایی بر زندگی بشر، زمان آن رسیده است که شهرها را با در نظر گرفتن این مسائل برنامهریزی نمود (Gandini et al, 2021). پایداری دارای سه محور اساسی محیطی، اجتماعی و اقتصادی است و همه آنها با حمل و نقل مرتبط هستند. به طور ویژه، مشکل استفاده بیش از حد از خودرو و اثرات آن به طور گسترده به عنوان یک نگرانی اولیه پایداری شناخته شده است (Alyavina et al, 2022). امروزه افزایش شهرنشینی و در نتیجه گسترش شهرها استفاده از اتومبیل را بیشتر تشویق میکند، بنابراین یک دور باطل ماشین محور ایجاد میکند (Chatziioannou et al, 2020).
از این رو مدیریت فعالیتهای حمل و نقل در پیگیری توسعه پایدار شهری نقش حیاتی دارد. در واقع از یک سو، حمل و نقل یک عنصر کلیدی در شکلدهی به سلامت اقتصادی و کیفیت زندگی یک شهر است (Politis et al, 2021). چرا که زیرساختهای لازم را برای جابهجایی مسافران و بار ارائه داده و به شهروندان امکان میدهد که چندین فعالیت روزمره مانند مطالعه، کار و خرید را انجام دهند (Musselwhite et al, 2021). به عبارت دیگر، حمل و نقل شهری به واسطۀ استفاده پرتنش از زیرساخت آن، یک جزء ضروری بهرهوری، تولید، رشد و توسعه اقتصادی است (Melo, 2013). از سوی دیگر، حمل و نقل شهری با افزایش اثرات منفی خارجی از قبیل تراکم، حوادث ترافیکی، صدا، گازهای گلخانهای و آلایندههای مختلف میتواند هزینههای اجتماعی، زیست محیطی و بهداشتی شدیدی را در پی داشته باشد (Loo & Banister, 2016; Santos, 2010 ). بنابراین پرداختن به مقوله حمل و نقل شهری پاک از جمله مهمترین راهکارهای توسعه پایدار شهری به شمار میآید.
کندر2 (2021) در پژوهشی با عنوان «تحرک شهری و حمل و نقل عمومی؛ چشمانداز آینده» به این نتیجه دست یافت که امروزه حمل و نقل شهری با تغییر سبک زندگی به طور قابل توجهی تغییر کرده است و در آینده نیز این روند تغییر خواهد کرد. از این رو راهحلهای آینده باید بر مبنای شیوههای حمل و نقل پاک باشد. وینکلر3 و همکاران (2023) در مقالهای تحت عنوان «تأثیر سیاستهای انتقال تحرک پایدار بر انتشار تجمعی حمل و نقل شهری و تقاضای انرژی» به این نتیجه رسیدهاند که شهرهای امروزی این پتانسیل را دارند که در انتقال تحرک پایدار پیشرو باشند. ایشان عقیده دارند که تراکم بالای جمعیت امکان پیمودن فواصل کوتاه بین افراد و مکانها را فراهم نموده و شبکههای حمل و نقل قبلی را میتوان برای راهحلهای چند وجهی با ترکیب تغییرات زیرساختی، فناوری و رفتاری تطبیق داد. ماولوتووا4 و همکاران (2023) در پژوهشی با عنوان «مفهوم حمل و نقل شهری و تحرک شهری پایدار در شهرهای هوشمند: مروری» به این نتیجه دست یافتند که به منظور ایجاد آیندهای پایدار برای محیط زیست شهری، توسعه زمینههای حمل و نقل پاک و کاهش نسبی استفاده از حمل و نقل سنتی ضرورت دارد. ایشان دریافتند که موضوع حمل و نقل شهری پایدار، توسط گروه بزرگی از محققان با راهحلهای فنی و مدلهای کسب و کار نوآورانه پوشش داده شده است. این در حالی است که جنبههای رفتاری اساسی با جزئیات کمتری مورد بررسی قرار گرفتهاند. دیکشیت5 و همکاران (2023) در مقالهای تحت عنوان «استفاده از هوش مصنوعی برای بهینه سازی مسیریابی وسایل نقلیه و کاهش تراکم ترافیک در مناطق شهری» به این نتیجه رسیدهاند که با بهینهسازی مسیریابی وسایل نقلیه و کاهش تراکم ترافیک، سیستم مبتنی بر هوش مصنوعی پیشنهادی این پتانسیل را دارد که کارایی کلّی حمل و نقل را بالا ببرد، مصرف انرژی را کاهش دهد و به یک محیط شهری سالمتر کمک کند. آوالو و بلو6 (2023) در پژوهشی با عنوان «بررسی چالشهای معاصر شهرنشینی و نقش توسعه پایدار شهری: مطالعهای در شهر لاگوس، نیجریه» به این نتیجه رسیدهاند که عواملی مانند سیاست، تجارت، صنعتی شدن، ایجاد دولت و توسعه زیرساخت از جمله محرکهای اصلی شهرنشینی در نیجریه میباشند. این عوامل به نوبه خود باعث مهاجرت روستا به شهر، رشد جمعیت شهری، همگرایی سبک زندگی و گسترش اقتصادی مرتبط با شهرنشینی شده است. سوفیانا7 و همکارن (2023) در مقالهای تحت عنوان «برنامهریزی شهری پایدار: رویکردی کلنگر برای ایجاد تعادل بین حفاظت از محیط زیست، اقتصادی، توسعه و رفاه اجتماعی» به این نتیجه رسیدهاند که توسعه پایدار شهری موضوعی پیچیده و چندوجهی است که نیازمند رویکردی کل نگر است. در این میان حملونقل پاک، جدای از اثرات آشکار کاهش تعداد وسایل نقلیه شخصی و کاهش ازدحام، میتواند به کاهش انتشار آلایندههای هوا کمک کند و محرک مهمی برای پذیرش حرکت الکتریکی در شهرها باشد. گولینسکا داوسون و سثانان8 (2023) در پژوهشی با عنوان «حمل و نقل شهری پایدار برای شهرهای هوشمند کارآمد از نظر انرژی - مروری بر ادبیات سیستماتیک» به این نتیجه دست یافتند که شهرهای هوشمند به حمل و نقلی با انرژی کارآمد و کم آلاینده برای مردم و کالاها نیاز دارند. از این رو در شهرهای آینده وجود سیستمهای حمل و نقل پاک به منظور توسعه پایدار شهرها ضرورت دارد.
گودرزی و لر (1401) در پژوهشی تحت عنوان «بازطراحی شبکه حمل و نقل درون شهری با رویکرد پایدار (نمونه موردی: محور ستارخان)» به این نتیجه رسیدهاند که راهبرد تعریض پوسته، ایجاد فلکه و ارتقای سطح سرویس بایستی به عنوان اولویت اصلی مدّ نظر قرار گیرد. همچنین باید به راهبردهایی از قبیل بکارگیری سیستمهای حمل و نقل عمومی و پاک؛ توجه به گروههای خاص؛ افزایش ایمنی و آرامسازی ترافیک و نهایتاً منظرسازی و افزایش درآمدهای اقتصادی نیز توجه گردد. محمدنژاد بیدخت و همکاران (1401) در مقالهای با عنوان «سنجش عملکرد سیستم ترکیبی دوچرخه و اتوبوسهای درون شهری و ارائه استراتژیهای یکپارچهسازی با بهرهگیری از مدل QSPM (مورد مطالعه: شهر مشهد)» به این نتیجه رسیده اند که بین عواملی مانند مالکیت خودرو، مسافت رکاب زنی، مدّت زمان سفر، تحصیلات، درآمد و غیره با کثرت استفاده از سیستم ترکیبی رابطه معکوس دارد. همچنین نتایج بیانگر وجود رابطه مستقیم میان میزان مسیرهای دوچرخهسواری و میزان استفاده کاربران بوده است. حاضری و رحمتی (1401) در پژوهشی با عنوان «نارسایی عوامل موثر بر حمل و نقل پایدار شهری با تأکید بر اقتصاد سبز» به این نتیجه رسیدهاند که میتوان عوامل مربوطه را در چهار سطح طبقهبندی نمود. در این رابطه در پایینترین سطح عوامل ارتباط الکترونیکی، فرهنگ حمل و نقل، دسترسی به خدمات حمل و نقل و ابزار و تجهیزات هوشمند قرار دارند. از سوی دیگر عواملی از قبیل امنیت، آلودگی هوا و زیستپذیری اجتماعی در بالاترین سطح اهمیت قرار دارند. زرآبادی و همکاران (1400) در مقاله تحت عنوان «بررسی مشکلات و مسائل دوچرخهسواری در شهرها (مطالعه موردی: شهر قزوین)» به این نتیجه رسیدهاند که بیشترین مشکل دوچرخه سواران در شهر قزوین از جانت عدم وجود ایمنی کافی جهت تردّد بوده است. در رابطه نتایج بیانگر این است که حدود 37 درصد استفادهکنندگان از دوچرخه در طول مسیر خود حداقل یک مرتبه دچار سانحه گردیده، که 25 درصد این موارد تصادفات جرحی بوده است. رحیمی و پایدار (1399) در مقالهای تحت عنوان «انتخاب بهترین مسیر دوچرخه در حمل و نقل شهری با استفاده از GIS (نمونه موردی: شهر جدید اندیشه)» به این نتیجه رسیدهاند که زیرمعیارهایی از قبیل کاربری تجاری اداری با جمعیت متراکم، ، کاربری بازار ایرانی، جمعیت متراکم و کاربریهای مسکونی در اولویتبندی مسیر دوچرخه در محدوده مورد مطالعه دارای بیشترین اهمیت و تأثیر میباشند. بررسی و تدقیق در پیشینه خارجی و داخلی پژوهش حاضر نشان دهندۀ این است که تاکنون پژوهشی در رابطه با ارزیابی اثرات شاخصهای توسعه پایدار شهری در توسعه حمل و نقل پاک در شهرهای واقع در محیطهای کوهستانی انجام نشده است. از این رو میتوان پژوهش حاضر را دارای نوآوری دانست.

یافتهها و بحث
آمار توصیفی شاخصهای توسعه پایدار از دیدگاه شهروندان
ارزیابی توصیفی میزان اهمیت شاخصهای توسعه پایدار بر حمل و نقل پاک در شهر شیراز از دیدگاه شهروندان نشاندهنده این است که نماگرهای نرخ اشتغال در بخش حمل و نقل، سرانه مصرف سوختهای فسیلی و هزینه تصادفات در بخش حمل و نقل در استفاده از حمل و نقل پاک در بخش مرکزی شیراز اهمیت کمی دارند؛ چرا که میانگینهای گزارش شده برای آنها در سطح متغیر و گویهها کمتر از حد متوسط میباشد. در این میان کمترین میانگین مربوط به متغیر نرخ اشتغال در بخش حمل و نقل با مقدار 24/2 و سپس متغیر سرانه مصرف سوختهای فسیلی با مقدار 56/2 بوده است. از سوی دیگر بیشترین میانگین نیز مربوط به متغیر میزان سرمایهگذاری در بخش حمل و نقل با 35/4 و سپس نماگر آلودگی هوا با 12/4 بوده است. به طور کلی حداکثر و حداقل میانگین متغیرهای شاخص توسعه پایدار به خوبی بیانگر این است که از دیدگاه شهروندان پاسخگو، تقریباً بیش از نیمی از نماگرهای شاخص توسعه پایدار در استفاده از حمل و نقل پاک در بخش مرکزی شهر شیراز در سطح متوسط و بالاتر از متوسط دارای اهمیت بودهاند.

آمار توصیفی شاخصهای حمل و نقل پاک از دیدگاه شهروندان
ارزیابی توصیفی شاخصهای حمل و نقل پاک از دیدگاه شهروندان در بخش مرکزی شهر شیراز نشاندهنده این است که نماگرهای هزینه پارک، توپوگرافی، مخاطرات طبیعی، سطح درآمد شهروندان، سیاستهای ترافیکی و تبلیغات در استفاده از حمل و نقل پاک در بخش مرکزی شهر شیراز، کمترین نقش را ایفا مینمایند؛ چرا که میانگینهای گزارش شده برای آنها در سطح متغیر و گویهها کمتر از حد متوسط میباشد. در این میان کمترین میانگین مربوط به متغیر هزینه پارک با مقدار 35/2 و سپس متغیر سیاستهای ترافیکی با مقدار 58/2 بوده است. از سوی دیگر بیشترین میانگین نیز مربوط به متغیر محدودیتهای فرهنگی (بانوان) با 59/4 و سپس میزان بودجه و اعتبارات با 34/4 بوده است. به طور کلی حداکثر و حداقل میانگین متغیرهای شاخص حمل و نقل پاک به خوبی بیانگر این است که از دیدگاه شهروندان پاسخگو، تقریباً بیش از دو سوم نماگرها در استفاده از حمل و نقل پاک در بخش مرکزی شهر شیراز در سطح متوسط و بالاتر از متوسط نقشآفرین هستند.

سنجش اثرگذاری شاخصهای توسعه پایدار شهری در توسعه حمل و نقل پاک در بخش مرکزی شهر شیراز از دیدگاه شهروندان
همچنین در راستای بررسی میزان اهمیت شاخصهای توسعه پایدار شهری در راستای حمل و نقل پاک در بخش مرکزی شهر شیراز از دیدگاه شهروندان از آزمون تی تکنمونهای استفاده گردیده است. دادههای ارائه شده در جدول زیر نشان دهنده این است که میانگین تمام گویههای شاخصهای توسعه پایدار شهری در راستای حمل و نقل پاک در بخش مرکزی شهر شیراز از دیدگاه شهروندان بالاتر از حد متوسط قرار دارد. در این رابطه سطح معناداری یا مقدار خطای آلفا (Sig) آزمون تی برای تمام شاخصها برابر با 000/0 بوده است. از آن جا که میزان خطای به دست آمده برای تمام شاخصها کمتر از 05/0 و میزان خطای قابل قبول برای آزمون تی تک نمونهای نیز کمتر از این مقدار میباشد؛ میتوان استدلال نمود که میانگینها و ارقام ارائه شده در سطح اطمینان 99 درصد قابل استناد و معنیدار هستند. نتایج کلی آزمون تی تک نمونهای در رابطه با سنجش اهمیت شاخصهای توسعه پایدار شهری در راستای حمل و نقل پاک بیانگر شرایط بیشتر از حد متوسط این شاخص از دیدگاه کارشناسان و مسئولین منطقه هشت شهر شیراز میباشد. به بیان دیگر ارزیابی اهمیت شاخصها و پارامترهای آزمون از جمله حد پایین و بالا و میانگین تأیید مینماید که شاخصهای توسعه پایدار شهری در حمل و نقل پاک در بخش مرکزی شهر شیراز تأثیرگذار بودهاند؛ و این تأثیرگذاری از دیدگاه شهروندان در حد متوسط به بالا ارزیابی شده است؛ چرا که میانگینهای معرف تمام شاخصها، بالاتر از حد متوسط (3) بوده است.

وضعیت معابر منطقه هشت شهر شیراز و چگونگی اصلاح آن
این منطقه شهری از جمله مناطق مرکزی و با اهمیت شهر شیراز میباشد؛ و مقصد بسیاری از سفرهای شهری به شمار میآید. در این منطقه شهری بافت قدیمی، کم عرض بودن خیابانها و نامنظم طراحی آنها موجب افزایش ازدحام ترافیکی شده است. در واقع این ازدحام بیش از حدّ ظرفیت منطقه بر سلامتی و کیفیت زندگی شهروندان این محدوده شهری تأثیرگذار بوده است. علاوه بر این مشکلات ترافیکی این منطقه به عنوان قلب شهر شیراز به طور کلی بر پویایی سیستم حمل و نقل این شهر تأثیر فراوان دارد. نقشه زیر به وضوح بیانگر عدم وجود نظم و برنامه در توسعه شبکه ارتباطی این منطقه از شهر شیراز میباشد.

شیراز مهمترین و بزرگترین شهر نیمهجنوبی کشور ایران از لحاظ جمعیتی میباشد. این ظرفیت، بهعلاوهی پیشینهی غنی تاریخی-فرهنگی این شهر و همچنین وجود جاذبههای گردشگری فراوان، موجب افزایش تعداد سفرها به این شهر شده است. از آنجا که منطقهی هشت شهر شیراز دارای جاذبههای گردشگری بسیار باارزشی از قبیل ارگ کریمخان، خانهی زینتالملوک، آرامگاه شاهچراغ، مسجد نصیرالملک، آبانبار وکیل، باغ نارنجستان قوام، حمام وکیل، مسجد وکیل، مسجد جامع عتیق، خانهی سعادت (موزه خاتم)، مسجد مشیر و... است؛ این محدوده مقصد بسیاری از سفرهای شهری میباشد. بنابراین، این منطقهی شهری از جمله مناطق پرتراکم شهر شیراز به شمار میآید.همانگونه که در نقشهی فوق میتوان مشاهده نمود، بلوار کریمخان، خیابان لطفعلیخان و خیابان حضرتی از جمله محورهای اصلی محدودهی مورد مطالعه بوده و بیشترین میزان عبور و مرور در منطقهی هشت شیراز از طریق این محورها انجام میگیرد. در مرتبهی بعد، خیابانهای کشاورز، هجرت، شیخ روزبهان، حسینی، پیروزی، شهید دستغیب و بلوار ۹ دی در حملونقل این محدوده از شهر شیراز نقش زیادی دارند.در این منطقه، چند محدوده بهصورت ویژه قابلیت بالایی در ایجاد محورهای پیاده دارند. یکی از مهمترین آنها شامل خیابانهای احاطهکنندهی ارگ کریمخان شامل خیابان ناصر خسرو، خیابان طالقانی و بخش پیونددهندهی بلوار کریمخان به فلکهی شهرداری میباشند. مورد دیگر، خیابانهای اثرگذار بر مجموعهی شاهچراغ شامل خیابانهای احمدی، بازار حاجی و حضرتی ۲۱ است.
در رابطه با محورهای مناسب برای توسعهی حملونقل پاک (بهصورت محور دوچرخهسواری) نیز میتوان به خیابانهای پیروزی و فرهنگ و کوچههای آنها اشاره نمود. همچنین، محورهای پشت بازار وکیل و کریمخان زند ۲۳ میتوانند در این رابطه بهگونهای مؤثر نقشآفرینی نمایند. از سوی دیگر، میتوان در راستای اتصال این محدوده به مجموعهی شاهچراغ، بخشی از خیابان شهید دستغیب و بلوار ۹ دی را به مسیر دوچرخه اختصاص داد. همچنین، با توجه به مناسب بودن محدودهی دروازه اصفهان به دلیل انشعاب مسیرهای متعدد از آن به درون محدوده، میتوان برای این بخش از محدوده نیز ایستگاه دوچرخهسواری در نظر گرفت.
نتیجهگیری و پیشنهادها
- کاهش آلودگیهای محیطی تأثیرگذار بر اجرای پروژههای حمل و نقل پاک (حوزه اعمال: محدوده محلۀ سنگ سیاه و کوچههای منتهی به دروازه کازرون؛ خیابان حسینی و محدوده دروازه قصاب خانه).
- فضاسازی و ارتقای فضاهای سبز طبیعی در مجاورت زیرساختهای مربوط به حمل و نقل پاک (حوزه اعمال: بلوار کریمخان، حد فاصل میدان شهرداری تا کوچه پشت بازار وکیل؛ خیابان لطفعلیخان، حد فاصل چهارراه مشیر تا خیابان طالقانی).
- برقرای شرایط امنیت اقتصادی برای کارکنان در بخش حمل و نقل پاک.
- ارتقای اقتصاد دانش بنیان در حوزه حمل و نقل پاک (خیابانهای پیروزی و طالقانی).
- اعطای تسهیلات به صنایع این حوزه جهت کارآفرینی و ارتقای این بخش (تقویت محور میدان ولیعصر تا چهار راه زند).
- ایجاد عدالت فضایی در اختصاص زیرساختهای مربوط به حمل و نقل پاک در تمام محدوده ارتقای تسهیلات مربوطه در محلات مخلف محدوده اعم از دروازه کازرون، دروازه اصفهان و دروازه قصابخانه مانند مناطق حاشیه ارگ و مجموعه شاهچراغ).
- بهرهگیری از پتانسیلهای فرهنگی در راستای جذب شهروندان به این حوزه.
- ارتقای زیرساختهای حمل و نقل پاک به ویژه در محورهای گردشگری محدوده مورد مطالعه (حوزه اعمال: محورهای مشرف به ارگ کریمخان و شاهچراغ - آستانه).

- ارتقای تجانس بخشی در کاربری زمین و استفاده از مکانها (ایجاد تعادل بین محلات قدیمی و بیشتر مسکونی با بخشهای جدیدتر با کاربری اقتصادی در محدوده مورد مطالعه).
- خلاقیت در ایجاد و توسعه رویههای جدید در زمینه حمل و نقل پاک.
- نظارت سیستماتیک و جامع بر بخشهای مختلف مرتبط با حمل و نقل پاک (تمام محورهای محدوده مورد مطالعه).
