Competition in the Cultural Domain of Greater Iran and the Necessity of Revising the Soft Power Policy of the Islamic Republic of Iran

Abstract :
Soft power, as one of the key concepts in international relations, refers to the ability to attract and persuade others through tools such as culture, values, and foreign policies. This article, using a document analysis and library study approach, seeks to answer the main question: What policies have global and regional powers adopted in the field of soft power within the cultural domain of Greater Iran that restrict the exercise of soft power by the Islamic Republic of Iran?
The article analyzes the overt and covert competitions among major powers such as the United States, China, and Russia, as well as regional actors like Saudi Arabia and Turkey, utilizing soft power tools and cultural, linguistic, and economic policies in the domain of Greater Iran. Our hypothesis posits that, given the activities of competitors and the transformative dynamics of West Asia, hard power alone is insufficient to address these developments. A heightened focus on the soft dimensions of power is essential, as hard power is not only costly but also ineffective in persuading public opinion.
As a result, one of the prerequisites for effective governance is maximizing attention to public opinion persuasion and employing soft power. This article also examines the challenges and advantages faced by the Islamic Republic of Iran in this field. Moreover, it offers recommendations for strengthening Iran's soft power through the optimal utilization of the Persian language, cultural diplomacy, media strategies, and regional cooperation. Ultimately, the article presents policy suggestions aimed at enhancing Iran's cultural influence at both regional and global levels to counter competitors and leverage its unique advantages.
