Explaining the Sustainable Pattern of Urban Endogenous Development with Emphasis on Brown Land Management (Case Study: Tabriz City)

Abstract :
One of the key concepts of endogenous urban development to make maximum use of the inner capacities of cities is the recreation of brown land for socio-economic savings and urban redevelopment. The importance of brownfields is to the extent that abandoning these lands will cause damage to local communities and inadequate physical management of the city's spatial future. This paper is a descriptive-analytical method for identifying and analyzing a suitable sustainable pattern of urban endogenous development for brownfield management in Tabriz. Data collection was done through field and library studies. The statistical population includes a group of urban experts who selected 30 people for the Delphi panel by snowball sampling. Interaction analysis and equilibrium interaction analysis using MIC MAC and Scenario Wizard were also used for data analysis. The research findings showed that the most important scenario of sustainable urban endogenous development model with a total impact factor of 23 and equal stability value of 1 included the components of "lack of proper management and legal mechanisms for demolition and demolition lands" with a coefficient of +3. Limited neighborhood interconnections; lack of tax mechanism for brown and polluted lands ”; and“ weak environmental laws in controlling polluted activities in the city; tendency to land speculation if land is left unused ”with impact factor of +2 and“ The tendency to land speculation is if factor 1 is left unused. Therefore, a revision of the land use change laws and problems of land ownership and speculation is necessary.
