Designing a Professional Competence Model of Social Security Organization Employees in City of Shiraz

Abstract :
Background and purpose: The life and survival of any organization depends to a large extent on the abilities, skills and expertise of the human resources of that organization. Then, the aim of the current research was to design the model of professional competence of employees of social security organization of Shiraz city.
Methods: The research method was qualitative using thematic analysis technique and sampling was done by theoretical saturation method, as a result of which the sample of the research was formed from 16 managers of social security organization of Shiraz city. To collect data, a checklist was used after reviewing 128 articles published in the last 5years in reliable databases in the country. The keywords selected to search for articles were 4 keywords including qualification, professional, organization and social security. Data analysis method was based on thematic analysis relying on the network of themes.
Findings: The findings showed that the model of professional competence had 11 organizing themes, which were placed in two overarching themes of effective (6 themes) and effective (5 themes). Five psychological, social, organizational, individual, economic-political and educational organizing themes with 125 basic themes have a decisive role in the professional competence of employees, which in turn, psychological, social, organizational, individual and economic-political factors within the organization with 74 themes the basic theme affects.
Conclusion: Based on the findings, in both overarching themes, the organizing theme of organizational, individual and psychological factors based on the number of basic themes identified; In order, they assigned the first to third priority. The model designed in this research can be the basis for building a tool to measure the professional competence of social security organization employees.
