        In the international system, adherence to contracts is an important and inviolable principle, because non-adherence to treaties leads to the violation of principles and violations of international rules. On the other hand, due to the existence of rules and laws of countries Domestic people are required to comply with them in international treaties and agreements. It creates a loophole and non-compliance. International is subject to sacred laws and sharia, the analysis and study of which seems necessary from a jurisprudential and legal point of view. Therefore, the main question of the present study is in what cases can international negotiations and agreements not be adhered to? This article seeks to answer this question with an analytical approach and using the library method. It seems to be social and international, on the other hand, due to the existence of inviolable rules and principles such as denying the domination and public interest of Muslims and the Islamic government, and by betrayal and bad faith of the other side, allows breaking the treaty. The country, international treaties and treaties that are concluded with other countries are subject to law and expediency and can not be acted upon.         Research on Russian foreign policy in recent decades has always been a topic of interest and analytical appeal to researchers in the field of foreign policy and international relations. As the main heir to the Soviet Union, the Russian Federation still retains many of its hardware components in a variety of forms. However, since 2000, when Putin and his entourage came to power, with the backing of his own powers (political, security, military and economic), Russia's recovery at the regional and global levels, as well as the process of Eurasianism and Neo-Eurasianism on the agenda. Russian Foreign policy was pursued, and on this basis a policy of regional balancing and appropriate countermeasures were taken against the ambitious and interventionist plans of the United States. Accordingly, the question of this research is how Russia has behaved in its foreign policy in the post-2000 period in order to achieve national goals and interests, and what are the salient features of its behavioral pattern?In this study, using the theory of neoclassical realism, the internal factors, variables of intellectual and cultural and Russian political currents, as well as the most important regional and trans-regional variables affecting the process and behavior of Russian foreign policy are examined.         Abstract The process of returning to the Qur'an was initially followed by the revolutionary movement of Seyyed Jamal al-Din al-Assadi and his attention to the concept of parliamentary democracy, and he went on to pursue the theme of political pragmatism on his behalf. Subsequently, Shiite and Sunni thinkers attempted to correct the situation of the Islamic society and spoke on their content, in a way that the flow of return to the Quran became the dominant discourse of the Islamic Ummah. This flow has different concepts and approaches. Among these approaches, the discussion of disillusionment with the Qur'an and the priority of placing it alongside tradition and hadiths are more important and more acceptable. The scholars of Shiism and Sunnis have also been the theorists in this regard and often accept the same approach; except for some extremists who are known as Quranic and who believe that only Quran is sufficient for the Islamic society. The events that have occurred in the Islamic society to this day; the slogan of returning to the Qur'an has not been realized or deviant, and some of the elites of the Islamic Ummah do not have the correct understanding of this slogan.         The issue of ethnicity and ethnic groups has become increasingly important in international politics and political sociology in recent decades. In this regard, national Integration as one of the main factors of stability of political and social systems and one of the main goals and areas of political socialization in all political systems play an essential role in the stability of governance and the survival of the people as well as development and The progress of nations in the space of their country and even beyond in the international environment. The purpose of this study is to investigate the challenges of achieving national Integration of ethnic groups in Iran. This study has been done in terms of applied purpose and descriptive and survey method. The statistical population of the study is 400 people of Turkmen ethnicity in Golestan province who were selected by Cochran's method using available random sampling. A Likert-based questionnaire was used to collect information. Structural equation modeling based on Smart-Pls software was used to analyze the research data. Findings showed that identity, livelihood and institutional challenges have a negative and significant effect on National Integration. Also, a positive and significant effect was found between identity challenges with livelihood challenges, and livelihood challenges with institutional challenges. Manuscript profile

        The significant reduction in the amount and quality of the water resources over a short period of time indicates the inefficiency of the water policies in Iran. Despite of rainfall, the water problem in Iran traces back to water policies and policymaking in this area. The problem of water governance is so hidden in unrealistic views that it is difficult to understand its true depth. This paper aims to investigate the factors of inefficiency of water resources policy in Iran and seeks to find appropriate answers to two questions: "On what basis has the country's water resources policy been formed over the past four decades?" and “what are the main reasons for the ineffectiveness of this policy? This paper is qualitative and utilizes inferential methodology. Its theoretical foundations consist of policy research ideas and their impact on the policymaking arena. Findings of the article show that Iran's water resources policy over the past four decades has been based on responding to short-term and cross-cutting needs with the aim of developing the agricultural sector and the main reason for the inefficiency of this policy should be sought in the lack of scientific approach in the process of water resources policymaking.         Purpose: The Islamic State of Iraq (ISIS), with the goal of Islamic fundamentalism, expanded its presence in the Middle East in an extreme manner and committed numerous atrocities that led to the issuance of a United Nations Declaration on Joint Action to Control the Terrorist Group. In the meantime, Iran maintained a broad presence in the Iraqi and Syrian Governments with the full consent of these governments to protect its interests in the region and to protect the shared borders between Iran and Iraq-Syria. Meanwhile, there were factors that led to Iran's victory in this intervention and consolidated Iran's position in the region. The purpose of this study was to examine the causes of Iran's success in confronting ISIL with the Iraqi government and Syria.Findings: The findings of this study indicate that various factors have contributed to Iran's success against ISIS. These can include Iran's missile and military capabilities, the Revolutionary Guards, Iran's powerful diplomacy, Iran's position in the region, national-opposition to foreign intervention in Iraq, Shiite-led power in Iraq, revolutionary leadership, the use of combined-war techniques, He pointed to the potential of soft power and the presence of proxy forces in powerful areas of the region.
