Abstract :
This article is extracted from a research project that aimed to evaluate the student research center program. To conduct that research, face-to-face interviews with knowledgeable experts and four researcher-made questionnaires were used. 47 people who were purposefully selected from among experts and experts related to the subject participated in the interviews; 32 research centers were observed. A sample of the program administrators was taken and data on their attitudes and reactions to various aspects of the student research center program were collected using four questionnaires. 434 people responded to the questionnaires. The interview themes focused on the goals, context, preparation, input, process, and output of the program. The content of the interviews was extracted, categorized, and summarized using qualitative methods. The responses to the questionnaires were analyzed and reported as a frequency percentage. The research findings show that the prevailing context of society is not conducive to the implementation of the program. The lack of a common understanding of the goals, resources, target group, process, and outcome of the programs is evident among all stakeholder groups. Contrary to the policymaker’s goal, most centers have been established without observing the rules. 66 percent of the experts and managers believe that there are serious obstacles to the implementation of research center programs. From the essay responses of the managers, it can be seen that most of them have a negative reaction to the program. The success of a few student volunteers in scientific-research competitions has been documented as an achievement of student research centers. However, turning a research center into a "competition center" is a deviation from the policymaker's main goal.
