Abstract :
The purpose of this study was to design a conceptual framework for evaluating elementary teachers based on the components of competence. This study was conducted with a qualitative and practical purpose approach. Data were collected through a semi-structural interview with 24 educational experts (including educational values, administrators, educational experts and elementary teachers) in the city of Kazerun during the academic year 1402-1403. The sampling was targeted and theoretical, and data analysis continued by the foundation data theorizing method until the theoretical saturation. The findings in the six main themes including (causal conditions of the realization of the appropriate evaluation system, the components of teachers' competence, the effective executive strategies, the effective strategies, the effective strategies, the implementation strategies), In the form of 31 selected codes, 85 axial code and 183 open codes were organized. The results showed that the current evaluation system, due to traditional standards and general forms, was not capable of measuring the actual performance of teachers and ignored many of the competence components (including behavioral, knowledge and professional competencies); This has led to the formation of a negative attitude in teachers, reducing job motivation, and decreasing the productivity of the education system. The proposed framework, by identifying and integrating key components of competence, and providing executive strategies based on the participation of the beneficiaries, the ability to meet the challenges of the current evaluation system.
