Abstract :

The purpose of this study is to explain a transformative cultural policy-making model in the Ministry of Culture and Islamic Guidance. The research was conducted to address the shortcomings of the current cultural policy model and the need for alignment with global transformations and the demands of cultural elites. The study adopts an exploratory mixed-method design (qualitative–quantitative), which combines the depth of qualitative analysis with the quantitative capacity for modeling complex relationships.

In the qualitative phase, data were collected through semi-structured interviews with 21 experts in cultural policy-making, university professors, and senior managers, and analyzed using a three-level thematic analysis (basic, organizing, and global themes). In the quantitative phase, the Interpretive Structural Modeling (ISM) and MICMAC analysis were applied to examine causal and hierarchical relationships among the extracted components. This approach enabled accurate determination of the influence and dependence of the variables, displayed hierarchically across different levels.

Findings revealed that key factors such as cultural elites’ engagement, policy innovation, and organizational cultural resilience have the greatest influence on the overall cultural policy system. Based on these results, a conceptual model of transformative cultural policy was developed, offering practical recommendations for shifting the policy-making paradigm within the Ministry of Culture and Islamic Guidance.
