Abstract :

Financial performance evaluation is one of the most important areas of performance because financial information underlies many decision-making. To evaluate financial performance, it is necessary to have indicators based on relevant and reliable information, and organizations use these various indicators in a variety of quantitative techniques to evaluate performance. Although this type of evaluation provides useful information, due to the inclusion of all indicators, regardless of their importance, a comprehensive picture of the entire company's performance is not obtained and results in isolated results. The purpose of this study was to investigate the structural and content components affecting the empowerment of human capital in order to develop a performance evaluation model for the water and wastewater industry. The research method is a descriptive correlational research and is classified as applied research in terms of purpose. The statistical population studied was managers, deputies and employees of the water and wastewater industry of Khorasan Razavi province in 1403. Available sampling was used, and 96 people from the target population were surveyed and surveyed. A researcher-made questionnaire was used to collect the necessary information and data, and descriptive and inferential statistics (exploratory factor analysis and Friedman test) were used to analyze the data. The findings showed that physical and organizational components were identified as structural dimensions and five individual, cognitive, emotional, educational, and socio-cultural components were identified as content dimensions. Also, the socio-cultural component had the highest priority among the content components.
