Abstract :

Cultural policy includes the principles that are formulated by planners to create change and achieve desirable goals in cultural fields and are implemented by the employees of organizations. The politicization and implementation of disproportionate cultural policies can create conflict in activities and waste energy, make people not see the results of their actions as they expect, and bring indifference of human resources. The purpose of this qualitative study was to investigate the impact of cultural policies on the organizational indifference of employees in cultural organizations, which was conducted with the phenomenological method and the data were collected through semi-structured interviews and analyzed with the Delphi method and the formation of an elite panel. After completing the in-depth interview and obtaining theoretical saturation and data analysis through Delphi7factors (fluctuation in cultural policies, weak inter-institutional convergence, multiplicity of decision-making areas, lack of specialization in the field of cultural decision-making, vague and unplanned goals, separation between formulation and implementation, inefficiency of the cultural budget allocation system) It was identified as effective on organizational indifference in the cultural organization. The result of this research is to present a model of the effect of cultural policy on organizational indifference in cultural organizations of Isfahan province, which by examining259concepts, extracting 7 main themes and presenting a new perspective on the effect of cultural policy on organizational indifference in cultural organizations.
