        The present research aims to depict the effectiveness Model of Public Management in Iran and in this respect, the governmental management Model of Shafritz, Russell and Borick and also the ecological approach have been focused. The effectiveness in this study refers to determining the optimal value of four dimensions as the managerial, political, legal and professional in Iran Public Management. This study is applied in terms of the objective and a survey related to the strategy and of combined method .In order to collect the data, interview and Delphi method have been used to identify and get the experts' views and the questionnaire has been applied to identify the managers' perceptions and to analyze the data, fuzzy logic has been used. The results indicate that there is a meaningful difference between the status quo and the dimensions of the managerial, professional and political dimensions and no significant difference has been spotted between the status quo and the optimal condition of the legal dimension.         Organizers are well aware that if they want to be proactive in the economy and labor market and do not miss competition, they should have creative, professional, highly motivated manpower, and a useful technique for achieving this goal is through by use of employee empowerment that is influenced by several factors, one of which factor is knowledge management.The present study considers how and what extent the improvement of knowledge management capacity cans effect on promotion of psychological empowerment in the organization. The research method is descriptive and correlational. Statistical society include 340 regional experts of the Islamic culture and relations organization that 180 person were selected by random sampling method. After distribution of questionnaires, the data were analyzed by software PLS and SPSS. The research results indicated that knowledge management has a positive and significant impact on psychological empowerment.         Innovative universities, in today’s dynamic and economic environment, are essential due to their direct role in the process of national development and generation of wealth. Therefore, and in light of the importance of innovation and technology in development and progress of Tehran Medical Science University, the present study is aimed at using astructural-interpretive model to rank and classify the factors effective on innovation and technology chain. The mode was used to facilitate progress of the university toward innovativeness. Nine categories of the factors effective on innovation and technology chain were determined based on interviews with experts (10 university professors selected purposefully from the study population) and literature review. Afterward, relevance and influence of these factors on each other were determined based on the expert’s feedbacks and implementation of the structural-interpretive model and based on which the factors were categorized into five categories. The results showed that the three factors of using the resources, foreign investment and borrowing, and acquiring knowledge and transfer of technology were at the bottom of the list with a satisfactorily penetration power to motivate development of innovation in the university.         The purpose of this study is to examine the relationship between mentoring and organizational entrepreneurship with regard to motivating employees as a mediator variable. The research method is descriptive–correlational based on structural equation modeling. The study population was 480 included managers and employees from Zarrin-Souleh Company in Amol and based on Morgan table for sampling, was selected 262 people. The data were collected through standardized questionnaires. Data analysis has been done though SPSS software and LISREL 8.54. Results indicated that all research hypotheses were confirmed. It was found that mentoring has a positive and significant effect on organizational entrepreneurship and motivating employees, and the motivation of employees had a positive and significant effect on organizational entrepreneurship Zarrin-Souleh in Amol. In addition, employees’ motivation had a mediator role between mentoring and organizational entrepreneurship in this company. According to the findings of the questionnaires, it was found that mentoring could create organizational entrepreneurship in Zarrin-Souleh Company by affecting on employees’ motivation, which in this regard was presented necessary suggestions.         From the past to the present due to the high costs of the aviation industry and planes, planning fir this particular industry has been furnished with a great deal of significance and attention.one of the issues concerning aviation industry, is navigation and the number of planes required in each flight schedule. These issues include a significant part of the aviation industry costs. On the other hand, based on a series of restrictions and rules made by Airline companies in the flight schedule for each plane, obtaining an efficient flight schedule for determining the number of required planes and minimizing the costs related to planes and decreasing costs arising from lost sales is of great importance. On the other hand , given NP-hard state of this issue , exact solution models in large sizes is not possible, therefore with the help of Meta-heuristics such as genetic and simulation annealing ,we have dealt with exact solution models in large sizes and have compared the obtained results and reached a total overall.         One of the concerns for policy men of the national information network is to represent eligible and qualified communication services on the national information network platform. One of the most important requirements for developing desirability is to gain indicators to make assessments for current situation and desire a plan for the eligible state. in this paper, it’s been trying to obtain some general indicators for representation of communication services which observe all the local and national criterions at first and then these indicators were employed to perform pathology and assessment on the current state of functionality in order to create technical and contents infrastructure for the representation of communication services on the national information network platform. This study has been accomplished by means of library studies, Grounded theory method and Delphi method and the consequences have shown that in most national network related fields, except in responsibility, reliability and financial credits,related fields, there seems to be still lack of sufficient study and it’s essential to supplement these experiments and studies, especially in the customer (who receives communication services) related fields, before the implementation of national information network.           The purpose of this paper to evaluate the preferred maintenance strategy is multi-criteria decision-making methods. For the purpose of decision making under uncertainty has been studied, So that all data is arranged in a triangular fuzzy number. In the proposed method of this paper, the weights are calculated Then Strategies and then taking measures with the fuzzy TOPSIS method, fuzzy vikor and Fuzzy Simple Additive Weighting rankings were. Then, taking into account the ranking obtained using these methods and techniques Copeland and Average Rating final ranking of strategies was calculated. In order to assess the performance of the model, a case study was carried out at Bid Boland Gas Refinery Co and Results obtained from the use of this method is presented in the target company.         The main aim of the present study is to explore the effect of Control Objectives for Information and Related Technology (COBIT) framework on quality of internal controls and quality of financial reporting of companies active in Pharmaceutical Industry listed on Tehran Stock exchange. Research population of the present study includes accounting professors, members of audit committee, internal auditors and members of Iran's Association of Certified Public Accountants and research sample volume was determined by using random sampling method and Cochran's formulas which is consisted of 182 people.For testing the validity of research questionnaire, experts opinions were used and for testing its reliability, Cranach’s alpha test was used which is equal to 75.7% which indicates that research questionnaire has a high level of validity and reliability. Results obtained from data analysis indicated that Control Objectives for Information and Related Technology framework has a direct effect on quality of internal controls and quality of financial reporting in companies active in Pharmaceutical Industry listed on Tehran Stock Exchange.
