          Budgeting and budgeting are important in achieving the goals of governments and if implemented correctly can be the source of the impact. Therefore, the purpose of the present study is to determine the conventional strategy in the country budgeting system. The statistical population of the study is budget experts of government agencies and their total is 60 people. According to the prediction of the probability of some experts not willing to participate in the research, the sample size of the quantitative surveys consisting of budget executives' experts was calculated using Cochran formula and 52 persons were selected. This study is applied in terms of purpose, in terms of data collection, descriptive-survey research, and in terms of data type, quantitative and in terms of cross-sectional research. The results show that the component of incremental budgeting in Iran has superiority over programmatic budgeting, cost center budgeting, incentive performance budgeting and zero-based budgeting and budgeting in Iran is incremental and cannot be implemented.         Social development is in the next development of development that emphasizes the human interaction, institutions and social relationships together, and focuses on them. In this study, social indicators provided on the website, the World Bank examined, that the use of the Delphi method and the use of expert opinion, etc. 6 the index on the status of sustainable development in Iran, effective as was. In order to explore sustainable social development, six selected indicators (Population growth rate, labor productivity, government costs for education, health costs, adult literacy rates, hopes to live at birth) for the 186 countries in the world were extracted from the World Bank. The aim of this research is to investigate the status of Iran based on six indicators selected social area and determine the position of Iran in other countries of the world, using the technique of clustering؛ And then identifying the most similar countries in the last 18 years is the state of sustainable social development in Iran. Research findings show that, Iran, in terms of social indicators of sustainable development, also has the largest cluster with Bahrain, Bangladesh, Barbados, which were grouped 14 times between 1996 and 2016 and placed 12 times in a cluster with Indonesia and Venezuela has taken; And 11 times with Turkey, and has coincided 10 times with Algeria, Angola, Argentina and Vietnam.         In this research, the effect of the implementation of in-service training courses at different levels of the Kirkpatrick model on the empowerment of the staff of the Office of the Documentation and Real Estate of Qazvin province has been investigated.Therefore, the effect of the implementation of in-service training is used in the conceptual model of research, which is based on the Kirkpatrick and Wotten & Cameron model. were examined and experimentally tested.Required data for this research were collected through random sampling among employees and managers of the Qazvin Provincial Registration Office in a two-part questionnaire .Then, utilization statistical analysis including descriptive statistics and inferential statistics were analyzed.The results of the study indicated that the effectiveness of the implementation of training courses on empowerment of staff measurement was 0.84. In addition, the results showed that the implementation of in-service training at the reaction level, was not effective on the empowerment of the staff of the Qazvin Provincial Registration Office, but it was effective in the levels of learning (0.42) and behavior (0.33) and the measurement of this effect more has been at the level of learning .Also, the results of the research showed that the human resources demographics of the Qazvin Provincial Deeds and Registry Office are not effective from of point view of gender, organizational status, work record, and education level in employees' ability after the courses. In other words, gender, organizational status, work history and educational level did not affect the effectiveness of training on employee empowerment.   Manuscript profile

        The next step was to identify and evaluate the dimensions of the talent-based organization for constructing and validating a questionnaire for identifying talent-based organizations. The approach of this research is exploratory and its statistical population includes all branches of Melli Bank of Kurdistan province. In the qualitative part, there was three-stage coding with nvivo software, which was identifiable by the analysis in 5 dimensions - Causal conditions dimension with 5 axial codes Flexible and individual-oriented goals, loose and horizontal bond structure, informal relationships, three seunger evaluation and dynamics and risk taking in a selective code of intra-organizational indicators; Axis of Mental Structure, Political-Legal Structure and Cultural Structure in the Form of a Selective Code of Intellectual and Extra-Organizational Structures 2- Intervention Factors with Two Axioms: 1- Organizational Structure Hegemony and 2- Bureaucratic Rule in the Selective Code of Job Structure 4 - The 4-Core Strategy of Becoming a Learning Organization, Creating a Talent Bank, Changing Insights and Beliefs and Developing Coding Leaders The object of organizational culture 5-The implications then include the three categories of enhancing effectiveness, establishing a decentralized system, and sustaining the organization in a selective code of results and effects.         Government organizations face the problem of lack of motivation and indifference of their employees towards goals and future of the organization due to a lack of competitive environment; what can help the organization get out of this situation is unleashing organizational energy. The aim of this study was to design of unleashing organizational energy process model. The research method was qualitative of a grounded theory. Among presidents of medical sciences Universities in west region, financial and human resource development managers, university professors in management and behavioral sciences and senior managers of the Ministry of Health Medical Education, 35 people were selected by targeted sampling method for in-depth interview; the interviews continued until the theoretical saturation stage. The data were systematically analyzed in three stages of open, axial and selective coding and finally, an objective picture of the theory created was presented. The obtained theory showed that the pivotal phenomenon, ie organizational energy, is strategically released in a process of causal (ethical values, job security, management support, compensation, personality, sense of belonging, shared aspiration, trust and organizational emotional intelligence), contextual (administrative-managerial conditions, socio-cultural conditions of the organization and economic conditions), intervening (organizational policies, managers' behavior, colleagues' behavior, organizational climate, and specific organizational considerations), and strategic (flexibility, shared identity, encouragement and support, combating corruption, effective communication, organizational control, organizational learning and human resource management) factors and this unleashing organizational energy has many individual and organizational consequences for employees.. The statistical population of the study consisted of experts in the field of business, which was selected through a purposeful judgment of 385 people based on Cochran's formula as a research sample. The this study is aimed at examining the effect of Self- Congruity, functional image and emotional attachment on customer loyalty. The study is a correlation one ,using a questionnaire to collect data. The content validity of the questionnaire was found to be acceptable, based on the comments of experts, academic professors and expert experts. The Cronbach's alpha results showed the acceptable level of the reliability of the instrument. The sample of the study was made up of a total of 400 residents who live in Tehran's 5th district .They were selected, using convenient random sampling. Based on the path analysis conducted on the results of this study, self-congruity has a significant effect on functional image and emotional attachment.         The aim of this study was to determine the relationship between organizational spirituality and organizational citizenship behavior with organizational performance of Agricultural Bank Branches East Province in Mazandaran. The research applied in terms of purpose and method was descriptive, correlational one. The statistical population consisted of all staff members of the Agricultural Bank Branches East Province in Mazandaran. (N= 140). The statistical sample was 103 participants that determined by the Krejci and Morgan formula and selected by stratified random sampling according to gender. Data were gathered by using three standard questionnaires: organizational spirituality, organizational citizenship behavior and organizational performance questionnaires. Their reliability was calculated to 0.76, 0.88 and 0.75 respectively by the use of Cronbach Alpha. Descriptive statistics and inferential statistics including were used to analyze the data. The results indicated that there is a positive and significant correlation between organizational spirituality and organizational citizenship behavior with the organizational performance. Also, the contribution of each dimension of organizational spirituality and organizational citizenship is different in predicting organizational performance of employees Manuscript profile
