Designing a cultural policy-making model in Iranian cultural organizations

Abstract :
Introduction and purpose of the research: Policy-making is a process that consists of several repetitive stages that can be separated from each other. This study was conducted with the aim of identifying the phases and steps and presenting a cultural policy model in Iranian cultural organizations.Research method: This research is applied and of qualitative type that both library and qualitative methods have been used. The statistical population in the qualitative section includes 15 cultural experts. In this section, data collection tools, semi-structured interviews, standard and researcher-made questionnaires were determined. Validity was assessed by obtaining expert opinions using fuzzy Delphi technique and reliability was assessed by feedback from participants.Findings: After reviewing the Policy-making models, the phases and steps of the policy were extracted from the theoretical literature and through the fuzzy Delphi technique, the phases and steps of the policy process were approved and a process model was designed.Conclusion: The main achievement of this research is the identification of 6 main phases and 25 steps in the proposed model of cultural policy in which the relationships between different stages and steps are shown in detail. Therefore, this model can be used as a cultural policy model in cultural organizations.
