Abstract :

Abstract

Golestan province, despite its natural, human potential, and strategic geographical location, is still among the least developed regions of Iran. This study aimed to investigate the factors affecting the underdevelopment of this province, with an emphasis on economic and industrial aspects. The inhibiting factors identified included weak industrial and transportation infrastructure, over-dependence on the agricultural sector, inefficient resource management, and lack of investment. Ethnic diversity, although a potential for development, has sometimes become a social and economic challenge due to inefficient management. This study analyzed the barriers to development using a mixed approach (qualitative and quantitative) and the theoretical framework of sustainable development, economic dependence, and social capital. Data were collected from semi-structured interviews with managers and experts, content analysis of official documents, and statistical data (2016-2017). The results showed that economic, social, cultural, political, and industrial factors have a significant impact on underdevelopment. Proposed solutions include strengthening infrastructure, economic diversification, developing transformation industries, and increasing social participation. This research can be used as a model for reducing regional inequalities in Iran.
