Abstract :
Background: This article by providing a theoretical framework, literature, science, public policy is to seek help. Author dynamic relationship and interactions between the three organizational capability (collective Intelligence, knowledge management and innovation) and their correlation with the effectiveness of public policy making have been analyzed. Lead identification and mediate the interaction between different aspects of information technology. Method: The approach of this survey is to determine how to combine these capabilities to create superior value by organizations and understand the role that information technology plays in the process. The conceptual model is presented based on different dynamic statements. In other words, this research is based on qualitative nature of the data and the type of development that focuses on modeling and determining the relationship between factors. The research method to analyze the documents, descriptive and analytical methods and to make assumptions from the assumptions of the first type is used. Purpose: The purpose of this research is to understand conceptually how the three organizational capability affect public policy making process and how the process of optimizing its IT. Results: According to the results, this study enables administrators to identify how effective your staff manage and expand the scope of its strategy to identify new management practices.
