Abstract :
Development diplomacy, as an effective tool for achieving sustainable development goals, plays a prominent role in both national and international policies. Identifying the key factors influencing development diplomacy policy is essential for their optimization. The purpose of this study is to identify and prioritize the key factors affecting development diplomacy policy. This research follows a mixed-methods approach: in the first phase, a systematic literature review was conducted to identify a set of influencing factors; subsequently, the fuzzy Delphi method and expert consultations were employed to reach a consensus on the importance and priority of these factors. Initially, 210 articles were reviewed, and after several stages of screening, a number of studies were selected for final analysis, followed by expert consultation. The findings indicate that the key factors influencing development diplomacy policy can be categorized into four main groups: economic factors ( economic power and technological advancements), political and security factors , factors related to international relations , and development-related factors ( the alignment of foreign policy with development diplomacy). The results highlight the significance of coordinated interaction among these factors in formulating effective policies to enhance development diplomacy. By presenting a comprehensive framework, this study can assist policymakers in designing more effective development diplomacy strategies and moving closer to sustainable development goals.
