Abstract :

Background and Objective: The present study is an interpretive structural model of the participation of middle circles in the cultural policy-making of the Ministry of Culture and Islamic Guidance.

Methodology: This research is a mixed one that uses qualitative and quantitative methods. Using the meta-synthesis method, 32 articles were selected from 376 articles using the Sandowowski and Barroso method. Also, 20 people were selected from among university professors and officials and deputies of Culture and Islamic Guidance in Khuzestan Province, who formed the focus group of the research, and 8 people were selected as a sample using a purposeful and accessible method. In the quantitative part, the statistical population consists of 36 experts, of whom 18 people were selected as a statistical sample using a purposeful method.

Findings: The results showed that the dimensions of the model include 6 dimensions that have been obtained using 4-level interpretive structural modeling and the main structure of the model has been designed using the MiqMaq software.
