Abstract :
In terms of purpose, the research was applied, and in terms of the type of research and descriptive-survey implementation method, it was correlational. The statistical population consisted of two parts, the qualitative part of the research consisted of interviews with experts. Therefore, the intended statistical population consists of experts familiar with the research topic (university professors in the field of policy making, as well as senior managers of the governorates of southeastern Iran). The snowball method was used to determine the sample for the interviews and the interviews with the experts were conducted until the saturation of the model components, and the statistical population of the quantitative section includes all the managers and experts of the southeastern provinces of Iran. In this section, the sample size was calculated using Cochran's formula: N=Nt2pq/(D2(n-1)+t2pq) where n is equal to the sample size, N is equal to the total number of the statistical population, P is the degree of presence of the trait and q is the degree of absence of the trait. D is the acceptable error of 5% and t is the confidence limit at the 95% level and is equal to (1.96). The number of experts and managers of the governorates of southeastern Iran is about 1200 people, and considering Cochran's formula, a total of 291 people were selected as a statistical sample.
