Abstract :

The management system of Tehran is structurally centralized and functionally has various economic, socio-cultural and environmental problems. It is impossible to visualize the future of the city without thinking about how to manage it. Accordingly, depicting the future of city governance is one of the most important issues to be addressed. The purpose of this study is to investigate the role of futures research in the development of urban management in Tehran. The research is applied in terms of purpose, in terms of explanatory nature and in terms of combined method.The method of data collection is library-documentary.The statistical population consists of 124 experts and experts of government agencies in Tehran.The sampling method is probabilistic and stratified. The data colleThe spatial scope of the research is the Tehran Municipal Organization.ction tool is a questionnaire.The spatial scope of the research is the Tehran Municipal Organization.For the future of Tehran city management research and the study of the desired drivers, the effective criteria on Tehran city development management have been ranked using the TOPSIS model.By examining these criteria, possible, probable and desirable scenarios have been developed.The results of the research show that the criterion of emphasis on decentralized and integrated management structure with a score (0.967) has taken the first place.Based on the futures research method in Tehran city development management, three scenarios were developed. The emphasis of this model is to use the participation of the public sector and the public sector alongside the public sector.
