Manpower is considered as the most important and valuable resource of all organizations. So taking it into consideration, specifically with regard to its values in the system, it has a substantial effect on the organizations achievements. Values are the foundation of the understanding of the attitudes and the base of encouragement and knowledge of individuals, so they are very important. Since the values factor determinants or directors of the behaviors, the suitability of an individual for an organization, can be considered as a factor which according to it, a member can join the system and his or her operation can be estimated or he may have a promotion. It means that the individual's behaviors suit with the situational or organizational culture. Based on toamato (64-2004), there is a certain relationship between the people's values and the organizational culture. The object of the present research is determining the relationship between the personnel values and the institutional culture in the public organizations in kerman. This study has been accomplished based on the profile investigation and correlation methods in a statistical society that constituted of 2428 participant of kermans public organizations, and with a classified random sampling. 196 individuals had been chosen for the study. We used two questionnaires for collecting data. And for more validity determination, we benefited of suggestion and viewpoints of 5 professors in the management and educational science department. We documented our research by reexamination. The data are gathered, then analyzed by spss software. According to the results, there is a meaningful relationship between the personnel values (goal attaining, paying attention the others, honesty, open mindedly), and the institutional and organizational culture (adaptability, vocation, participatory and compatibility).
