Abstract :
The present research is a non-experimental (descriptive) research from the point of view of practical-developmental goal and from the point of view of the data collection method, which was conducted in a survey way. The statistical population includes the managers of the Ports and Maritime Organization of the country, who were selected from the Vice President of Human Resources, the Office of Strategic Planning and Studies, and the Research and Development Center. Sampling was done by targeted method and theoretical saturation was achieved with 17 people. First, using semi-structured expert interviews, the internal and external factors of the future-oriented model of innovative strategy were identified with the method of qualitative analysis of the theme. Then, by using SWOT analysis and Quantitative Strategic Assessment Matrix (QSPM), factors were analyzed and a suitable scenario was presented. MaxQDA software was used to perform thematic analysis, and SWOT analysis calculations were performed in Excel software. The country should focus on its internal strengths to minimize environmental pressures and threats. The research results, in order of priority: 1. Conservative strategy (best scenario), 2. Competitive strategy, and 3. Aggressive strategy.
