1 - تدوین مدل برنامهریزی استراتژیک توسعه شهری مناسب در راستای ارتقای امنیت زیستمحیطی)مطالعه موردی شهر تهران (Journal of Environmental Science and Technology , Issue 3 , Year , Summer 2022زمینه و هدف: امروزه به دلیل تاکید بر رشد اقتصادی و بهرهبرداریهای بیرویه از منابعطبیعی و زیستمحیطی، کلان شهرها با مسائل و مشکلات عدیدهای در زمینه محیطزیست و امنیت زیستمحیطی مواجه شدهاند. هدف از انجام این تحقیق شناسایی چالشهای زیست محیطی در شهر تهران، تعیین Moreزمینه و هدف: امروزه به دلیل تاکید بر رشد اقتصادی و بهرهبرداریهای بیرویه از منابعطبیعی و زیستمحیطی، کلان شهرها با مسائل و مشکلات عدیدهای در زمینه محیطزیست و امنیت زیستمحیطی مواجه شدهاند. هدف از انجام این تحقیق شناسایی چالشهای زیست محیطی در شهر تهران، تعیین مولفههای زیستمحیطی، تحلیل استراتژیها و ارائه مدل مناسب جهت ارتقای امنیت زیستمحیطی در شهر تهران میباشد.روش بررسی: این پژوهش از لحاظ هدف کاربردی و از نظر ماهیتی توصیفی-تحلیلی با ماهیت پیمایشی است. در این پژوهش از پرسشنامه ویژه صاحب نظران و کارشناسان در حیطه محیط زیست استفاده شد. جهت تحلیل عوامل داخلی (ضعف، قوت) و خارجی (تهدید و فرصت) شهر از روش SWOT و جهت آزمون فرضیه از آزمون تیتک نمونهای، استفاده گردید. جهت تحلیل مصاحبهها و شناسایی نهایی پیامدها از روش دلفی استفاده شد. همچنین با استفاده از مدل برنامهریزی استراتژیک برایسون و با توجه به استراتژیها و اولویتهای آنها نسبت به تدوین مدل برنامهریزی استراتژیک توسعهشهری که تاکید بر امنیت زیستمحیطی دارد، اقدام شده است. در نهایت با استفاده از ماتریس QSPM استراتژیها اولویتبندی شدند. این تحقیق در بازه زمانی 1400-1397 انجام شده است.یافته ها: نتایج حاصل از تجزیه و تحلیل داده ها نشان می دهد که مهمترین استراتژی از دیدگاه متخصصان و صاحبنظران در بین این مولفه ها، مولفه های سیاسی و نظارتی هستند. همچنین مهمترین استراتژیها از دیدگاه متخصصان اجرای طرح های هدفمند برای جلوگیری از کاهش تخریب و استراتژی های مناسب به منظور مدیریت بهینه کیفیت هوا میباشد.بحث و نتیجه گیری: طبق بررسی ها وضعیت امنیت زیستمحیطی شهر تهران در وضعیت بحرانی میباشد و مهمترین استراتژی های ارائه شده از طریق ماتریس QSPM شامل به کارگیری ابزارهای کاهش دهنده آلودگی، اصلاح الگوی مصرف انرژی و بهینه سازی آن، جلوگیری از گسترش شهرنشینی و حاشیه نشینی، استفاده از سیستم های مدیریت و کاهش مصرف انرژی و اجرای طرح های هدفمند برای جلوگیری از کاهش تخریب می باشند. 2 - طراحی مدل جلب مشارکت براساس مولفههای تاثیرگذار و تاثیرپذیر آن در حوزه محیطزیستSustainability, Development & Environment , Issue 14 , Year , Autumn 2024زمینه و هدف: مشارکت اجتماعی یکی از ارکان اساسی در تکامل به سوی شکلهای سازگارانه حکمرانی خوب است و دستیابی به مشارکت موثر و آگاهانه در حوزه محیطزیست کار سادهای نیست که یکی از دلایل اصلی آن، ممکن است این موضوع باشد که مولفههای آن در سیاستگذاریها و برنامهریزیها به Moreزمینه و هدف: مشارکت اجتماعی یکی از ارکان اساسی در تکامل به سوی شکلهای سازگارانه حکمرانی خوب است و دستیابی به مشارکت موثر و آگاهانه در حوزه محیطزیست کار سادهای نیست که یکی از دلایل اصلی آن، ممکن است این موضوع باشد که مولفههای آن در سیاستگذاریها و برنامهریزیها به درستی درک نشده است. پژوهش حاضر با هدف ارائه مدل تعاملی و فرایندی و ترسیم ارتباطات ساختاری جلب مشارکت در حوزه محیطزیست با تاکید بر عوامل موثر و محدودیتهای آن انجام شده است. روش بررسی: پژوهش حاضر از نوع کاربردی است که با روش آمیخته انجام شد، همچنین ابزار گردآوری دادهها مصاحبه و پرسشنامه خبرگان میباشد. در این مطالعه از روش مدلسازی ساختاری-تفسیری برای ساختاربندی و ترسیم روابط تعاملی استفاده شد. در نهایت بـا استفاده از تحلیلMICMAC ، شاخصها با توجه به اثرگذاری و اثرپذیری بررسی شدند. یافتهها: برطبق یافتهها 13 مولفه شرایط حاکم بر جامعه، اعتماد اجتماعی، احساس تعلق اجتماعی، مسئولیتپذیری اجتماعی، عوامل فردی شخصیتی، زمینه و امکان مشارکت، انگیزه مشارکت، دانش و آگاهی، محدودیت اجتماعی - فرهنگی، محدودیت ساختاری- قانونی، محدودیت اقتصادی، محدودیت اجرایی، مشارکت اجتماعی در حفظ محیطزیست، شناسایی و در شش سطح طبقهبندی شدند، به گونهای که شرایط حاکم بر جامعه در سطح ششم و مشارکت اجتماعی در حفظ محیطزیست در سطح اول قرار گرفتند. بحث و نتیجهگیری: شناخت مولفههای موثر بر مشارکت و روابط علی بین آنها به مدیران و تصمیمگیران کمک میکند که با هزینههای کمتر و اثربخشی بیشتر بتواند در جهت کاهش معضلات و چالشهای محیطزیستی، ایجاد سیاستهای یکپارچه، تصمیمات راهبردی و ... تلاش نمایند. Oil sludge disposal is an integral activity in gas refineries, which, if not implemented safely, can impose environmental pollution, health risks and huge cost. The present applied, cross-sectional, analytical survey aimed to identify and prioritize Health, Safety and Environment (HSE) risks of hydrocarbon-rich sludge in South Pars Gas Complex-First Refinery, Iran. The statistical population included HSE experts and managers of the studied refinery, selected by purposeful sampling (n=31). By reviewing the literature and collecting available information on the technical and process properties of waste management in the studied refinery, the relevant risks were identified using Failure Modes and Effects Analysis (FMEA). Delphi technique was used to qualitatively analyze risks and achieve group knowledge. The probability of risk occurrence was determined by performing analytical hierarchy process (AHP) and pairwise comparisons using Expert choice software. Data analysis revealed 17 environmental (n=7), health (n=4) and safety (n=6) risks. Based on the results, the highest risk priority was "Accumulation of radioactive materials deposited on the internal surfaces of pipes, valves, pumps, heat exchangers, tanks, boilers and other equipment and the risk of these materials being dangerous for human health", which were in the health risk category. The lowest priority was the risk of "Contamination of the lands of the gas refinery with burnt oils, catalytic beds, hydrocarbon sludge, amine sludge, soda sludge and refinery sludge". The ever-increasing of such industries makes effective risk management of these projects necessary to prevent environmental and health pollution and damage. The present study aimed to identify the possible risks caused by chemical industries in the south of Tehran (Iran) by examining the documents available in the health, safety and environment (HSE) units, interviewing experts, and using the Delphi technique and questionnaire. FMEA method was used to prioritize potential risks based on the risk priority number. Data analysis identified 17 risks in four environmental (n=6), health (n=5), safety (n=3) and occupational (n=3) categories. Based on the results of both Delphi and FMEA methods, the highest level of risk was related to three environmental aspects of "air pollution and air quality change", "surface water and groundwater pollution" and "soil pollution". According to the results of the FMEA method, in addition to the three environmental risks mentioned, the occupational risks including "failure to use personal protective equipment by personnel and lack of warning signs for personnel" and "human and operational errors, inappropriate equipment, and failure to comply with workplace safety instructions" were also detected as high-level risks. The findings of the current study revealed that despite the applicability of the FMEA technique in determining the risk factors caused by the activity of the chemical industry, preliminary hazard analysis is also suggested for a more accurate and complete assessment of this process.
