Developing a Model for evaluating Employee Empowerment and Training specialists based on Delphi and AHP characteristics (Case study: Isfahan government offices)

Abstract :
Abstract Introduction: the purpose of this study was to develop a model for evaluating employee empowerment and staff training based on the Delphi and AHP approach. Methods:The statistical population consisted of two groups of experts to collect qualitative data and the staff of government departments in Isfahan for the quantitative part. In the expert group, 10 people were selected as a statistical sample and in the staff group, 361 people were selected as available. Findings:The results obtained that 44 sub-changes of the format are 9 main changes in evaluating the effectiveness of empowering and training the victimsThe obtained data were analyzed using the partial least squares method and it was determined that all the sub-variables have the necessary validity and reliability and also all the main variables have a positive and direct effect on the dependent variable. In order to achieve the goal of systematization, fuzzy cognitive map was used in this research. To use this tool, the opinions of 10 experts were again used. Results: The results showed that the mentioned variables, in addition to directly affecting the evaluation, have an internal relationship with each other and indirectly affect the evaluation of employee empowerment and training. In general, it should be stated that in the context of evaluating the effectiveness of empowerment courses, there are many factors that are effective, and how their effects are not direct and linear and has considerable complexity.
