Abstract :
Undoubtedly, the government's role in development depends on its efficiency or inefficiency, Iranian people have a deep relationship with their political agents because of their belief. Because this role requires dynamism to prevent damage and continuity. With the hypothesis that despite having many resources, Iran seeks convergence with its neighbors in the international space and in the specific geography of the region. The main question is, what effect did the actors' behavior have on the country and the views of other actors and nations, and what was their level of success and ability? At the theoretical level, with the help of James Rosena's theory of chaos, it seems that the Iranian society has not been able to achieve its real position as a good ruler due to the variables of institutional efficiency, population growth and class distance. Based on this, political actors in Iran should seek national unity and cohesion by creating strong institutions and parties, responsible management, transparency and efficient planning,and take steps in line with national interests and strengthening national power.
