Explaining the Problems of the Executive Branch in the Light of the Charter Theory in Iranian Government Organizations

Abstract :
Background: In the light of the charter theory, governments should be able to separate their tasks well, but to integrate structures very carefully so that they face fewer problems for the development and progress of countries. Recognizing and describing the problems of the executive branch provides a good ground for identifying strengths, weaknesses, opportunities and threats and helps senior managers of government organizations to take effective steps to develop the country with appropriate decisions. Objective: The purpose of this study is to explain the problems of the executive in the light of prismatic theory. Methods: The present study was developmental-applied in terms of purpose and data were collected through semi-structured in-depth interviews with 19 experts from Iranian government organizations and analyzed by content analysis method. Finally, all dimensions and components obtained by fuzzy Delphi technique Were analyzed and confirmed. Findings: The research findings showed that according to experts, the problems of the executive branch in the light of prismatic theory include the five dimensions of inadequate structure, inadequate oversight, lack of coherent laws, inadequate political mechanisms, ignoring values and 32 related components. Conclusion According to the research findings, it can be concluded that the government in order to separate the tasks and coherence of structures; It faces many and complex problems, so it is recommended to the managers of the cabinet. The country should be led by a system whose leaders pay attention to the rule of law, accountability, transparency, and the right to enjoy human and civil rights to change the current inappropriate structure and to solve the social problems of employees and managers through interaction and cooperation. Multilateralism that leads to team empowerment and transformation and creativity leads to the rule of coherent rules instead of the lack of coherent rules at present. Improving the quality of activities, which is one of the ways to meet environmental requirements and is determined through appropriate evaluation and reward, corrects inappropriate monitoring. The existence of inappropriate political mechanisms is another problem that requires government managers with political insight and improving resource performance. Lead to the implementation of the right policies in the country by assigning responsibility to managers based on personality traits and appropriate to the job, both in preventive policies and in times of crisis through moral values and communication has led to more attention to values and ignoring values. Prevention is done.
