Presenting a Model for Developing Educational Justice Based on the Fundamental Transformation Document of Education

Abstract :
The present study was conducted with the aim of proposing a development model for educational justice based on the Fundamental Reform Document of Education. This study is developmental–applied in terms of purpose. The research strategy is qualitative, and content analysis was used to analyze the data. Data collection tools included documents, previous studies related to justice in the Fundamental Reform Document of Education, and semi-structured interviews with 14 purposively selected experts, continuing until data saturation was reached. For validation, criteria such as participation, consensus, pluralism, acceptability, and credibility were employed. According to the findings, the development of educational justice based on the Reform Document comprises six dimensions and twenty-two components, including:Development of educational infrastructure in underprivileged areas,Recruitment of specialized teachers and improvement of human resource quality (recruitment of qualified teachers, enhancing teacher motivation,retention in deprived areas, and equitable distribution of teachers across the country),Utilization of modern educational technologies,Support for disadvantaged students and reduction of economic inequality,Enhancement of social participation and inter-sectoral collaboration,Reform of the assessment and evaluation system to promote educational justice. The results of this study indicate that achieving educational justice within the framework of the Fundamental Reform Document requires a reassessment of policy-making, strengthening of executive mechanisms, and attention to regional and individual differences in providing learning opportunities. Institutionalizing the principles of the document can lead to the establishment of an inclusive, balanced, and responsive educational system that meets the diverse needs of students across the country.
