Abstract :
In an era characterized by rapid urbanization and increasing natural hazards, evaluating the vulnerability of cities, especially small towns, to earthquakes holds critical importance. This study focuses on Joyom, representing small towns in Iran, to comprehensively assess its vulnerability to seismic events. Small towns are highly susceptible to earthquakes due to weak infrastructure and the lack of comprehensive planning. The research employs a descriptive-analytical approach and is categorized as applied research. In pursuit of its goals, a comprehensive literature review identified 17 key criteria, each meticulously weighted by the insights of 19 experienced experts and specialists. The study utilized the SWARA weighting method and fuzzy gamma overlay algorithm in the ARC GIS software to produce a vulnerability zoning map, providing a deep understanding of the town's susceptibility. Findings indicate that population density, with a relative weight of 0.0679, is the most influential factor in vulnerability, followed by non-resistant buildings (0.0658) and the proportion of adults (0.0648). Approximately 29% of the town falls within a high vulnerability zone, reflecting its relative instability. The environmental dimension is highly vulnerable (27%), while the economic dimension shares a similar concern (32%). Although the physical dimension demonstrates some adherence to technical principles, infrastructure improvements are necessary. These results underscore the urgent need for comprehensive risk reduction programs and resilience strengthening, particularly in environmental and economic aspects.
