Abstract :

The purpose of writing this article is to develop an Islamic model of citizen diplomacy in the field of foreign policy of the Islamic Republic of Iran. A look at the rulings of Islam and the noble text of the Holy Quran leads us to the fact that the social dimensions of the religion of Islam have been explained with greater importance and necessity; whereas the present era has led to the fading of the social dimensions of the religion of Islam with technological advances. Therefore, the current situation requires that the religious foundations, especially the social dimensions of Islam, be explained to Muslims in a descriptive and analytical manner and the resulting effects on the social dimensions of religion be examined. This article will examine the subject in question in a descriptive-analytical manner and with a documentary and library method. Considering the importance of public diplomacy in the international arena and the double importance of citizen diplomacy in the 21st century as one of the dimensions of public diplomacy, the question arises as to how the Islamic Republic of Iran can present an Islamic model in the field of foreign policy to strengthen citizen diplomacy from the capacities available in religious foundations? The claim of the present study is that, considering the precedence of public diplomacy in the Islamic world over the Western world (the early Islamic era and the reign of the Prophet Muhammad), an Islamic model for citizen diplomacy can be presented by extracting the capacities of citizen diplomacy from the foundations of Islam, which include the principles of "unity, brotherhood of faith, human brotherhood, peace and friendship, financial donations, invitation, respect for people, and the unity of hearts."
