The dynamic impact of inflation and parametric reforms on the financial imbalance of the social security organization in Iran (with an emphasis on the Seventh Development Plan Law)

Abstract :

The aim of this study is to examine the impact of monetary shocks and parametric reforms under the Seventh Development Plan on the financial imbalance of Iran's Social Security Organization. To this end, an overlapping generation's general equilibrium model is employed. The findings indicate that positive monetary shocks initially increase the ratio of expenditures to revenues for the organization, but this ratio eventually declines and stabilizes as revenues rise. Additionally, the results show that monetary shocks reduce the welfare of both retirees and workers in the long term. The study further explores the effects of parametric reforms under three scenarios. In the first scenario, assuming a 5-year increase in the average retirement age without a change in life expectancy, the expenditure-to-revenue ratio rises by 0/4%. In the second scenario, with a 5-year increase in the retirement age and a 2-year increase in life expectancy, the ratio remains relatively unchanged. Finally, in the third scenario, assuming a 5-year increase in the retirement age and a 2-year decrease in life expectancy, the ratio increases by approximately 2%.
