Abstract :
Reducing the development gap between the border and central regions of the country has been the most important goal of the government in recent years. In this regard, the government's experience in arranging the border and central regions of the country in the framework of the land management document showed that without a specific model of development, land integration and reducing the development gap can not be achieved. This research presents a model for arranging the border areas of the country in order to move towards development in the border provinces of the country. The type of research is applied-developmental and its research method is descriptive-analytical. The statistical community consists of consulting engineers who prepare land management documents. Sampling in the interview with consultants in the preparation of land management documents has been done in a multi-stage cluster at random and from the list of consultants. The sample size includes 25 project managers of the country's land management documents and sampling has continued until saturation, ie until no new information is obtained during the interview.The TOPSIS model has been used to analyze the data and the correlation coefficient and regression have been used to evaluate the effectiveness of the final model of border management in the development of border areas. The results of policies and development trends of border areas based on land management plans and other regional plans clearly show that the prospects and policies for the development of border areas under the influence of political actors have led to a change in the direction of programs. Development according to land use planning documents. In addition, there is still no specific model that moderates development gaps and inequalities. Because capacity assessment - institutionalization and instrumentation in the development cycle of the country, especially in border areas - has not been considered yet.
