Abstract :

Introduction:  biotechnology plays a serious and effective role in various aspects of human life. it is essential for every society to clarify its fundamental stance on the ethical and legal issues related to stem cell sciences, cloning, genetic engineering, and other related technologies. Taking a fundamental ethical and legal position in these areas should not be seen merely as a cultural action. The political, social, and economic aspects of the issue must also be considered. There is no choice but to actively adopt an appropriate policy. The present study is designed to identify the dimensions and components of biotechnology policy development with an emphasis on the social dimension within the "Ministry of Agriculture Jihad. Methodology: The study is applied in its objective, developmental in its nature, and uses a documentary-survey method. The research population consists of 450 mid-level and senior staff with at least a bachelor's degree in the "Ministry of Culture of Agriculture Jihad," with a sample size of 207 estimated using Cochran's formula. The sampling method is convenience sampling. The data collection tool is a researcher-made questionnaire. Data analysis was performed using SPSS and LISREL software; descriptive and demographic statistics were calculated using the Kolmogorov-Smirnov test for normality, and the structural equation modeling (SEM) method and factor analysis were used for modeling the research variables. Results and Discussion: Based on the research findings and data analysis, four dimensions—policy formulation, societal needs, societal characteristics, and governing principles—were identified as effective dimensions in biotechnology policy development with an emphasis on the social dimension in the "Ministry of Agriculture Jihad," each of which includes specific components. Conclusion: The findings can serve as a practical guide for policymakers in the "Ministry of Agriculture Jihad" and other biotechnology-related institutions to develop more effective and sustainable policies.
