Presenting the Political-Islamic Model of Performance Monitoring In Order To Increase Administrative Health in the Country's Document and Property Registration Organization

Abstract :
The country's administrative system, despite all the efforts made to reform it, still lacks efficiency and accountability.One of its main causes is the disregard for Islamic values and its fundamental role in transformation, the health of the administrative system.In the present research, the political-Islamic model of performance monitoring has been discussed in order to increase the administrative health in the country's Real Estate and Deeds Registration Organization and to explain the factors affecting the health of the administrative system and from the perspective of Islam, in which, the verses of the Holy Quran and the theoretical life and The practice of the innocents (pbuh) is used.In this research, the descriptive-analytical method has been used to study the content of Islamic texts and to provide a suitable qualitative model (Delphi).The statistical sample includes 20 experts in belief, religion and management.The snowball method was used for sampling.By using the content analysis of Islamic sources, the health of the administrative system can be examined from the perspective of Islam in two parts: 1- under the influence of the ontological and anthropological foundations governing the beliefs of the organization's people; 2- under the influence of the four factors; 1.The degree of adherence to religious beliefs, 2.Work conscience and organizational culture, 3.Economy, 4.Politics.In this research, by examining eleven components in three dimensions (supervision, Islamic perspective, administrative health) , they emphasized the influence or role of beliefs and values in creating a healthy administrative system; and finally, a suitable model was presented.
