In this study, by asking the basic question of a model for stakeholder engagement in the development of university entrepreneurship in Iran, we sought to design a model for stakeholder engagement in the entrepreneurial activities of the Islamic Azad University. Due to the existence of a wide range of influential variables and the complexities of the context of the phenomenon and the capacity of Grounded theory to explore the appropriate pattern, this method used. In data collection, in-depth and semi-structured interviews were used with 18 experts in the field of academic entrepreneurship, managers and experts of growth centers of Islamic Azad University, and expert professors in the field of entrepreneurial university and entrepreneurship ecosystem. Data analyzed by discovering the relationship between concepts and categories. The results showed that the facilitators and deterrents include organizational structure, decision-making processes, communication networking, orientation of managers and policy makers, approaches to financing, equity sharing processes, which determine the factors of the engagement process including stakeholder identification, analysis. Stakeholders are stakeholder engagement, definition of stakeholder engagement strategies, stakeholder monitoring. At the same time, contextual factors such as legal contexts of Islamic Azad University, policies and laws supporting entrepreneurship development in the university, organizational contexts, characteristics of internal stakeholders, characteristics of university entrepreneurial ecosystem, policy making and management of university financial resources, entrepreneurial culture in university entrepreneurship ecosystem have the power to influence the engagement process of internal stakeholders. The implications for the engagement of internal stakeholders include the realization of the university's entrepreneurial mission and the development of a national entrepreneurial ecosystem.
