Abstract :
Securing sustainable income sources for municipalities has been a paramount concern for urban managers, both in Iran and globally. This issue gained prominence following the launch of Iran's first Development Plan in 1989, accompanied by policy shifts aimed at minimizing the government's role in the allocation of specific funds to municipalities. Recent years have witnessed a critical shortfall in suitable financial resources, a pressing need for service provision, and an inevitable reliance on unsustainable income sources. This situation is exacerbated by urban managers' lack of foresight and the absence of a comprehensive long-term strategic plan. Consequently, a considerable segment of municipal revenues originates from unsustainable sources. Adhering to the principles of sustainable development necessitates a shift towards sustainable income sources. The road ahead for revival is a rigorous one. Overcoming these challenges necessitates a collaborative effort involving academic discourse with field experts and intellectuals as well as public dialogue with key city stakeholders, i.e., citizens, to coordinate essential actions across relevant entities to realize city policies and programs. The entirety of the literature and research conducted in the field points toward the recognized importance of sustainable income among municipal managers; nonetheless, there is a notable absence of guiding documents on this matter. This research endeavors to develop a model for generating sustainable municipal incomes, employing the meta-synthesis technique.
