زمینه و هدف: حمل‌ونقل مواد خطرناک می‌تواند آسیب‌های جدی برای محیط‌زیست داشته باشد. دولت‌ها در این خصوص متعهد هستند تا از محیط‌زیست حمایت نمایند. علاوه بر این، کنوانسیون‌های بین‌المللی در این خصوص وجود دارند و کشورهای عضو موظف هستند تا اقدامات لازم را انجام دهند. یکی از این تعهدات، اقدامات پیشگیرانه دولت‌هاست. این اقدامات به منظور پیشگیری از ورود ضرر و خسارت به محیط‌زیست می‌باشد که در یک چارچوب مدیریتی خاص تحقق می‌یابد که به دو صورت می‌باشد: اقدامات پیشگیرانه قبل از ورود حادثه و اقدامات پیشگیرانه بعد از ورود حادثه.روش: در این پژوهش به روش توصیفی و تحلیلی انجام شده است.یافته ها و نتایج: این پزوهش، اقدامات و تعهدات احتیاطی دولت‌ها در مرحله قبل از ورود حادثه بررسی شده است. این اقدامات شامل قانونگذاری و اجرای قوانین و سیاست‌های حفاظتی، مدیریت و اقدامات پیشگیرانه، همکاری بین‌المللی، مشورت، اعلان و اطلاع‌رسانی، تبادل اطلاعات، اطلاع‌رسانی به عموم و ملزومات اضطراری است. دولت‌ها باید همگام با یکدیگر، به این مهم پرداخته و اقدامات پیشگیرانه لازم را انجام دهند، چرا که آلودگی‌ها و خسارات ناشی از حمل‌ونقل مواد خطرناک به دلیل ماهیت خطرناکی که دارند، ممکن است از کشوری به کشور دیگر منتقل شده و آسیب‌های زیست‌محیطی شدیدی به بار آورد. تفاصيل المقالة
