شناسایی شاخصهای بهرهوری بر اساس الگوی حکمروایی خوب شهری در راستای بینش راهبردی (مطالعه موردی: شهرداریهای استان لرستان)

ملخص المقالة :
امروزه نخستین و مهمترین محدودیت برای حل مسائل روزافزون شهری و ناکارآمدی خدماترسانی، به ویژه در کشورهای در حال توسعه از جمله ایران، نداشتن مشارکت شهروندان در مدیریت و برنامهریزی شهری است که در نهایت به موفق نشدن چشماندازهای پیشبینیشده شهری و نارضایتی شهروندان منتهی میشود. شناسایی شاخصهای موثر در بهرهوری شهرداریها بر اساس حکمروایی خوب میتواند در جهت نیل به این مهم صورت گیرد. روش تحقیق در این پژوهش آمیخته اکتشافی (کیفی-کمی) است. در این پژوهش از روش تحلیل مضمون استفاده شده است. بعد از کدگذاری شاخصها و حذف کدهای ناقص و نامرتبط تعداد 161 کد گزینشی(شاخص) بدست آمد. بعد از تعریف و بازبینی مکرر تمهای اصلی و فرعی 13 تم فرعی و تعداد 5 تم اصلی به صورت نهایی ارائه گردید. در نهایت دادههای کیفی از طریق مصاحبه نیمهساختارمند توسط 20 نفر از خبرگان دانشگاهی مورد بررسی دقیق قرار گرفت. نتیجه این بررسی منجر به کاهش کدهای گزینشی از 161 به 78 کد گردید و در تمهای اصلی و فرعی تغییری ایجاد نگردید. نتایج بدست آمده بیانگر اینست که بهرهوری براساس حکمروایی خوب مجموعه عوامل ساختار مدیریتی(کارایی و اثربخشی، بینش راهبردی و انعطافپذیری)، مشارکت(مشارکت و اجماعسازی)، حاکمیت قانون(حاکمیت قانون و ثبات سیاسی و عدم خشونت)، ساختار حقوقی( عدالت، مهار فساد و شفافیت) و ارزیابی و پاسخگویی(پاسخگویی، ارزیابی عملکرد و مسئولیتپذیری) را شامل میشود.
