بررسی نقش منابع انسانی در اجرای خطمشیهای اقتصادی دولت

ملخص المقالة :
هدف این پژوهش شناسایی عوامل مؤثر بر اجرای خطمشیهای اقتصادی دولت در سازمانهای متصدی با تمرکز بر عوامل نیروی انسانی میباشد. مرحله اجرای خطمشیها یک مرحله تعیین کننده از فرآیند سیاستگذاری اقتصادی است که شکل و تأثیر خطمشی را تعیین میکند و در عین حال در تقاطع خطمشی، سیاست و جامعه قرار دارد. با توجه به ماهیت پژوهش حاضر از رویکرد تئوری داده بنیاد استفاده شده است. بدین منظور پس از انجام مصاحبه با 20 نفر از خبرگان حوزه اقتصاد و اجرای خطمشیها و حاصل شدن اشباع نظری، فرایند کدگذاری باز آغاز شده و پس از انجام کدگذاری محوری، مدلی از این عوامل بدست آمده است. به منظور ارزیابی اعتبار پژوهش از روش مثلثسازی دادهها و برای تأیید پایایی پژوهش از روش پایایی بازآزمون استفاده شده است. در نتیجه انجام این مصاحبهها، 109 مقوله استخراج و در فرایند کدگذاری، گزارهها در قالب 26 کد شناسایی و سپس شرایط علی، مداخلهگر، زمینهای، پدیده محوری، راهبردها و پیامدها در این حوزه مشخص شد. از جمله شرایط علی میتوان به رویکرد خطمشیگذاری، تدوین خطمشی، ویژگیهای مجریان، زیرساخت و منابع، شرایط قانونی و عوامل اقتصادی اشاره کرد. راهبردهای بدست آمده در فرایند این پژوهش شامل فرهنگسازی، ظرفیتسازی، کارآفرینی سازمانی، ارزیابی و نظارت، مدیریت یکپارچه، شبکه ارتباطی، توانمندسازی، انگیزش، آموزش، تعهد استانی و حمایت مدیران ارشد میباشد. از پیامدهای اجرای مؤثر خطمشیهای اقتصادی میتوان به ثبات اقتصادی، بهداشت، مسکن، امنیت، رفاه و تأمین اجتماعی اشاره کرد. شرایط مداخلهگر در مسئله این پژوهش شامل بحرانها، گروههای ذینفوذ سیاسی و حوادث میباشد.
